		<title>Quality Asurance Engineer/Specialist, Lead/Supervising Job (Newark, NJ, US)</title>
		<description><![CDATA[Quality Asurance Engineer/Specialist, Lead/Supervising-02563<br/><br/><b>Description:</b><br/><br/>PROJECT DESCRIPTION<br/><br/>Access to the Region's Core (ARC) tunnel project is currently the country's largest transit public works endeavor, an estimated $8.7 billion tunnel project between New Jersey and Manhattan, set for completion in 2017.  Trans Hudson Express (THE) project will consist of two new rail tunnels (one track in each direction) running from North Bergen beneath the New Jersey Palisades, the Hudson River, and the West Side of Manhattan. THE project also includes an expanded Penn Station New York under 34th Street connecting with NYC Subway lines and PATH trains. THE Project also includes earthworks, construction of bridges, viaducts, structures and yard/shop facilities in New Jersey.<br/><br/><b>Position Overview:</b><br/><br/>The ARC Project facilities will be constructed by third-party contractors under discrete construction contracts, one of which is the Tonnelle Avenue Bridge Contract in North Bergen, New Jersey, which will accommodate the passage of ARC tracks beneath the existing roadway.<br/><br/>The Quality Control Manager is responsible for monitoring the Contractor's implementation of its quality control program in accordance with the Contract requirements.  This position monitors the contractor quality program to verify that all construction, procurement, installation, and activities are acceptably performed. Ensures all materials furnished on the project comply with applicable project and contract documents. The incumbent monitors contractors' performance of all contractually required on and off-site testing of materials, components, and systems; verifies contractors' implementation of approved plans and procedures; ensures conformance to contract requirements, and monitors the Safety Certification Program to ensure timely and consistent compliance in line with program requirements.<br/><br/>SPECIFIC RESPONSIBILITIES:<br/><br/>Quality Control Manager (QCM)<br/><br/>Review and accept Contractor's Quality Program<br/><br/>Monitor the Contractor's implementation of its program in accordance with the contract requirements.<br/><br/>CMC Inspection Staff<br/><br/>Monitor that the Contractor construction, installation, and activation tasks performed on the project comply with applicable project and contract requirements.<br/><br/>Monitor that all materials furnished by the Contractor comply with applicable project and contract requirements.<br/><br/>Monitor contractors' performance of all contractually required on and off-site testing of materials, components, and systems.<br/><br/>Verify contractors' implementation of an approved Quality Program<br/><br/>Perform verifications for the Safety and Security Certification Program to document consistent compliance with program requirements<br/><br/>Management Responsibility<br/><br/>Construction Manager and Quality Control Manager are responsible for implementation of this procedure/plan.<br/><br/>Document and Data Control<br/><br/>CMC will monitor the Contractors' use of documents in the field to verify that work is performed to the latest approved documents.<br/><br/>Purchasing<br/><br/>CMC will perform oversight monitoring of the Contractors to verify that materials and equipment received and incorporated into the project comply with the contract requirements.<br/><br/>Control of Owner Supplied Product<br/><br/>CMC will monitor the Contractors' processes for relevant handling, storage and maintenance and installation requirements associated with any owner-supplied products as described in the contract documents.<br/><br/>Product Identification and Traceability<br/><br/>CMC will monitor the Contractors' implementation of their procedures and processes for proper product identification and traceability.<br/><br/>Process Control<br/><br/>CMC will monitor Contractors' control of work processes to verify that the end product meets or exceeds contract requirements. This will be accomplished by monitoring the Contractor's use of work plans, participating in readiness review meetings and ensuring that requirements for individual qualifications are met.<br/><br/>Inspection and Testing<br/><br/>Contractor is responsible for acceptance inspection and testing.<br/><br/>CMC will monitor Contractors' implementation of the CQP in the performance of acceptance inspection and testing.<br/><br/>CMC will monitor the Contractors' work activities by performing random inspections and how their CQP accepts and documents the work.<br/><br/>CMC will use an independent testing laboratory to perform verification testing to verify that the Contractors' testing processes and test results are acceptable.<br/><br/>CMC will participate in final inspection of the work and assist in preparing a punchlist of the work.<br/><br/>CMC will perform inspections and verifications to support the Safety and Security Certification Program.<br/><br/>Control of Inspection, Measuring and Test Equipment<br/><br/>CMC will monitor the Contractors' use of measuring and test equipment to verify that all necessary calibrations are current and equipment is used correctly.<br/><br/>CMC measuring and test equipment shall also be calibrated as required. Most of this equipment will be that of the CMC's independent testing laboratory used to perform verification testing.<br/><br/>Inspection and Test Status<br/><br/>Contractors are responsible for maintaining an acceptable method to identify inspection and test status as defined in their CQP.  CMC will monitor this process.<br/><br/>CMC will use a 'Hold Tag' process to verify certain critical inspection hold points are not bypassed<br/><br/>Control of Nonconforming Items<br/><br/>Contractor will be responsible to implement a nonconformance procedure in their CQP. CMC will monitor the Contractor's implementation of their nonconformance procedure.<br/><br/>Where CMC identifies deficiencies in the work that the CQP is not identifying or where the implementation of the CQP is not being properly implemented, CMC will issue a Deficiency Report.<br/><br/>Corrective and Preventive Action<br/><br/>Contractor will be responsible for implementing a corrective and preventive action procedure as part of their CQP. CMC will monitor this process.<br/><br/>If a determination is made that the Contractor is not taking prudent corrective and preventive action, the QCM will issue a Corrective Action Request (CAR).<br/><br/>Handling, Storage, Packaging, Preservation and Delivery<br/><br/>Contractor will be responsible for the handling, storage, packaging, preservation and delivery of materials and equipment. Special procedures will be addressed in the Contractors' work plans. CMC will monitor these actions.<br/><br/>Control of Quality Records<br/><br/>Contractors' quality records will be the primary project quality records for acceptance of the work. CMC will monitor the Contractors' completion of these records.<br/><br/>The CMC generated quality records, Daily Surveillance Reports, Deficiency Reports, Test Reports, CARs, etc., will become part of the record documents within the RE office.<br/><br/>The Contractors' quality records and CMC QC records will become part of the RE office record documents.<br/><br/>Training<br/><br/>1.      Inspector Qualifications<br/><br/>§  Contractor<br/><br/>The Contractors will submit the qualifications for their Quality Manager and staff to the RE.  The CMC QCM will review these qualifications.<br/><br/>§  CMC<br/><br/>Each CMC member shall have the qualifications necessary to perform assigned work.  Qualifications to be considered are:<br/><br/>-        Education<br/><br/>-        Training - technical and project specific Quality Procedures<br/><br/>-        Work experience<br/><br/>-        Interview evaluation<br/><br/>-        Personal knowledge of the individual by other staff<br/><br/>The QCM shall approve all QC staff qualifications and have QC staff qualifications on file.<br/><br/>2. In this role you will coordinate with the Capture Manager/Project Manager to affect a smooth transfer of opportunity-related capture, proposal and strategy information to the proposal team; provide "hands-on" proposal process support and expertise to the team during the development of proposals; and will work with assigned authors/contributors to develop fully compliant, responsive proposal content.<br/><br/>The successful candidate will have senior-level responsibility for the implementation of effective proposal processes and will enforce the use of these processes on proposal efforts that go through the Business Development Sales & Marketing Center (BD SAM Center).
