Duties & Responsibilities

The incumbent will serve as the Video Engineering lead providing all coordination, management, resource management, and administration of all on-site video-related activities. The senior engineer will be the liaison between the COR and the contractor personnel in all matters pertaining to the performance of the contract work. The core contract work includes the management and operations of video technical equipment and the use of video production concepts, interpreting drawings, specifications, and other related documents. The senior engineer will lead other engineers and technicians and be solely accountable for all video related work including the project management, technical consultation, and team supervision.

Key Duties:

· Establish and manage video engineering process, procedures, policies and standards

· Design and develop video productions

· Procure, operate and maintain proper video engineering tools and equipment

· Train, manage and administer all video engineers and technicians

· Oversee and certify to contract standars all video production work

Duties & Responsibilities

The incumbent will serve as the Video Engineering lead providing all coordination, management, resource management, and administration of all on-site video-related activities. The senior engineer will be the liaison between the COR and the contractor personnel in all matters pertaining to the performance of the contract work. The core contract work includes the management and operations of video technical equipment and the use of video production concepts, interpreting drawings, specifications, and other related documents. The senior engineer will lead other engineers and technicians and be solely accountable for all video related work including the project management, technical consultation, and team supervision.

Key Duties:

· Establish and manage video engineering process, procedures, policies and standards

· Design and develop video productions

· Procure, operate and maintain proper video engineering tools and equipment

· Train, manage and administer all video engineers and technicians

· Oversee and certify to contract standars all video production work

This position will be filled if Parsons is successful in winning the contract. Contingent offers may be made in anticipation of Award which is projected for early Feb/March 2010.

Qualifications

Clearance: Candidate must possess TS/SCI with counter intelligence (CI) polygraph clearance, and eventually will be required to gain a Full Scope Poly.

Minimum of 10 years demonstrated Crestron programming experience OR Crestron Programming I Certification and five (5) years of demonstrated experience within the last 7 years. Minimum three (3) years demonstrated experience in VidCAD and/or other CAD programs within the past 5 years.

5 Years of Experience/Working Knowledge covering a minimum of 17 of the following skills:

1. Analog, SDI and HD SDI video distribution standards

2. Digital video filtering and scalable video coding

3. Compression & decompression techniques included MPEG and transport stream decoding

4. Scan rate conversion, genlocking, color phase

5. Encoding and decoding of television standards such as NTSC, ATSC, PAL

6. LCD application in video monitoring

7. Soldering and component level printed circuit repair

8. Signal theory and analysis

9. Projection system setup and logarithms

10. Audio speaker placement

11. Audio processing

12. Image and video processing

13. Multimedia signal processing and technology

14. AES/EBU or AES3 digital audio interface standards

15. Cable termination (Fiber, Coax, Audio etc)

16. Set-up and maintenance of various record and playback broadcast machines and broadcast cameras

17. Operation and setup of digital video editing systems

18. Operation and set-up of various production switches

19. Operation and maintenance of audio mixers, microphones, and various audio decks

20. Wired and wireless microphone systems and configurations

21. Design and installation of audio support systems from start to finish

Description:

Parsons is the program manager for the Abu Dhabi Airport Expansion project. This is an 10+ Billion (USD) program featuring the construction of an iconic 630,000 square meter terminal that will handle 50 million passenger per year, along with support facilities (cargo, catering, maintenance, etc) and expansion of utilities and infrastructure. We are looking to add dynamic project controls leaders to our team.

The Commercial Manager will oversee the Commercial Team which entails the day-to-day review, walkthrough, audit and documentation of all the commercial aspects of assigned projects to ensure and maintain consistency, quality, solid merit and entitlement, accuracy and full substantiation of commercial documents prepared and recommended by PIL, including, but not limited to:

1. Audit level review and final recommendation of all commercial documentation on the project submitted by the Contractor and review / recommended by the Construction Manager; detailed review / recommendation for all commercial documentation submitted by Consultants.
2. Assessing contractual implications of site decisions and optimization of practical contract conditions.
3. Maintaining a working relationship with Design, Construction, Engineering, Procurement and Legal Management to facilitate organizational interfaces
4. Supervision of site measurement team; management of monthly valuations.
5. Agreeing valuations and methods of reimbursement with CM/Contractor representatives. Setting up and managing site valuation procedures as developed by the Commercial Manager. Liaison and coordination of agreement on valuations with Construction Managers / Contractors.
6. Implementation of Configuration Management protocols and procedures, managing directives and variations, reviewing client requirements, assessing implications, negotiation of omissions or extra costs, and coordination and reporting on the contractual implications of other parties engaged with the works.
7. Final Accounts management including preparation, submission and agreement with Client/Contractor/Consultant.
8. Compilation and scrutiny of design deliverables to ensure conformancy, accuracy and completeness of information. Review of Bills of Quantities to assure an accurate reflection of the work.
9. Claims management, advising on all aspects of contractual claims. Responsible for the development and management of procedures to recognize and identify claims as they evolve, managing timely resolution under the changes provisions where possible, and obtaining legal expertise as appropriate.
10. Avoidance of Contractors/Consultants claims, assessment of variations in lieu of claims. Recording pertinent events, ensuring proper submission in accordance with the contract. Advising on the imposition of liquidated damages where applicable, discerning divisions of responsibility between the various parties.
11. Claims evaluation including compilation of effective contemporary records, preparation of submissions for Mediation and/or Arbitration on contractual matters.
12. Presentation of documentation to company senior Contract/Legal Managers and client Contract/Legal Depts. for extra-contractual matters.
13. Provide the Parsons Project Manager with reviews / analyses on the contract data.

Qualifications

Relevant University Degree in Engineering, Construction Management.

Minimum of 10 years of hands-on experience in Procurement Management under FIDIC Conditions of Contract Forms, in both Pre and Post Contract Procurement.

Extensive hands-on experience in FIDIC Contracts within multidisciplinary mega projects is a must.

PMP credential is strongly preferred.

In depth knowledge of industry standard forms of contracting, procurement procedures, standard forms of contracting within the Construction Industries.

Excellent verbal and written communication skills.

Excellent command in English language.

Ability to work independently, and as a team member, with minimal supervision.
