Job Description::
To provide configuration management (CM) and requirements management support for developing, integrating, managing document management and associated systems. Position Overview:

Parsons has submitted a proposal to the Maryland Procurement Office for an ID/IQ-based IV&V program to provide: reviews of third party A/E work, conduct self-performed studies and analysis, testing & measuring, specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders. The duration of the contract is five years with four one-year options.

The Electrical Engineer position will support IVV delivery orders as required, oversee the provision of third party A/E (electrical) planning and design reviews, specialized electrical engineering services, commissioning services and construction oversight, as required. The position is based out of the planned program management office in Annapolis Junction, MD (adjacent to Ft. Meade) with travel as necessary for specific delivery orders.

Completes a wide variety of difficult engineering assignments, applying engineering techniques and analyses within one discipline. The Engineer at this level is a fully qualified professional, proficient in the utilization of most engineering theories and practices. Some assignments involve CAE (computer aided engineering)/CAD (computer aided design) applications. SPECIFIC RESPONSIBILITIES:

Performs oversight reviews of third party A/E studies and designs.

Performs studies, analyses, and consulting services and supports preparation of independent cost estimates, as may be requested by the Government.

Performs reviews of Government design and construction standards and recommends changes to the standards for government approval.

Performs complex engineering tasks and particularly important engineering work efficiently and accurately.

Extracts engineering information from CAD drawings.

Prepares engineering computations, material quantity takeoffs, estimates, surveys, and designs.

Completes a variety of assignments such as drawings, specifications, and other materials suitable for procurement and construction purposes. Frequently interfaces with other Engineering disciplines as well as other departments.

Prepares detailed requisitions for equipment and materials.

Reviews supplier drawing submittals and performs technical bid analyses.

Qualifications

Position Overview:

PI&T has a project with the Maryland Procurement Office for an ID/IQ-based IV&V program to provide: reviews of third party A/E work, conduct self-performed studies and analysis, testing & measuring, specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders. The duration of the contract is five years with four one-year options.

The candidate will assist the Program Manager in planning and defining Program goals and devising methods to accomplish them, developing in-depth knowledge of client objectives, contract terms, and corporate policies. Must be familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.

SPECIFIC RESPONSIBILITIES:

Acts as the Company representative with the client and selected subcontractors during the program execution. Negotiates changes to the scope of work with the client and key subcontractors. Markets and secures additional work with client. Responsible for following up on instructions and commitments associated with the project.

May participate in negotiations with regulatory agencies and in public meetings in support of clients.

Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of a one to two-page description of the project to all members of the project team for reference.

Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.

Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address project space requirements.

Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.

Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The Project Manager is specifically responsible for maintaining current and timely change orders.

Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items.

Performs other responsibilities associated with this position as may be appropriate.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:

4-year degree in Engineering or related technical/business field and at least 15 to 20years of related work experience is required. Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related large-scope project types.
US Citizenship is also required, candidate must be able to successfully complete requirements for TS/SCI with Polygraph security clearance, existing active security clearance preferred.

SKILLS/COMPETENCIES:

Incumbent must meet Parsons' project management certification requirements. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.

NEED:

Parsons is seeking a Mechanical Commissioning Agent for Annapolis Junction, Maryland. Successful candidate will be responsible for the system-wide mechanical commissioning at the client's buildings. In order to successfully achieve this task, you will use your knowledge and leadership and coordination skills to provide thorough oversight of mechanical, HVAC and utilities plant start-up, system testing, demonstration, commissioning, training and operations. You will be expected to effectively team with other team members and client team members to schedule and execute detailed phases of commissioning activities. Developing commissioning plans and detailed commissioning procedures. Coordinating and witnessing commissioning activities with contractor-vendor-owner teams.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:

* 15+ years of mechanical commissioning experience preferably in Mission Critical Facilities
* Knowledge of all applicable mechanical codes and design standards to perform commissioning tasks installation
* Mechanical experience in Tier 3 and Tier 4 systems including HVAC units, Chillers, Cooling Towers, Fire Protections Systems, Back-up Power Generators, Building Controls, Instrumentation and SCADA systems
* Recent experience in design and operation of HVAC, utilities, fire protection and piping systems in data centers, critical facilities, and industrial facilities
* Experience in reviewing designs for commissionability and operability
* 4 year degree required
* Strong pluses: P.E., experience in LEED commissioning and/or LEED-certified facilities, CBCP or related certification

Parsons has several large scale design-build governmental programs underway which require review of third party A/E firms' design and engineering deliverables; self performance of engineering studies, analysis, planning and design; commissioning services; and construction management oversight on mission critical facilities. The majority of these programs have openings for talented engineers who are clearable or already hold a security clearance.

Need

Parsons is seeking a junior engineer to complete mechanical system design related tasks on mission critical facilities such as data centers or homeland security related infrastructure. The successful candidate will have experience in designing Heating, Ventilation, and Air Conditioning (HVAC) systems in an environment geared for industrial ventilation, airborne contamination control or exhaust filtration systems. You will help ensure consistency with applicable codes and customer quality requirements. In addition, you will provide cooling and heating load calculations, air and water distribution system pressure drop calculations, plumbing calculations and HVAC equipment selection. This position also may entail reviewing vendor and subcontractor submittals and supporting field construction activities by resolving design modification issues. Some assignments involve CAE (computer aided engineering)/CAD (computer aided design) applications.

Qualifications

* 3+ years of mechanical engineering experience with mission critical facilities, power generation, pharmaceutical plants or hospitals
* BS degree in mechanical engineering with Engineer-in-Training (EIT) preferred
* Ability to perform accurate calculations
* Working knowledge of CAE/CAD software
* US citizen with TS/SCI clearance or must be able to obtain/maintain TS/SCI eligibility
