Senior QA/QC Engineer-Research, Study & Development is responsible for applying intensive and diversified knowledge of civil/materials engineering principles and practices to identify areas of potential research to update the Client's technical specifications, improve performance of construction materials, and QA/QC practices. ? Responsibilities shall include, but not be limited to, the following:

- Reports directly to the Chief of Infrastructure Material Quality in a large construction materials testing laboratory for the Client.

- Will use advanced engineering techniques and theories, precepts and practices to identify areas of improvement.

- Will identify, plan, develop, coordinate and direct programs of research and study related to specific topics in the field of construction materials and their related sciences and disciplines.

- Plans complex assignments requiring the development of new or refined materials specifications and procedures intended to improve long term construction material performance.

- ?Schedules work to meet completion dates of deliverables to the Client.

- ?Communicate and liaise with internal laboratory sections and other external technical experts to plan and carry out the required research studies.

- Ability to plan technical research programs, execute them successfully and interpret their results in order to make recommendations for improvement of technical specifications.

- ?Make decisions independently on engineering problems and methods.

Qualifications

Should have minimum of 4 years of College Degree in Civil Engineering or related program, with minimum of 10 years of experience of which 5 years was related to testing, research of materials and development of technical specifications or similar responsibilities, and the rest 5 years working in Construction Material Testing Laboratory.

Senior QA/QC Materials Engineer is responsible for managing the daily activities in the Client's Central Laboratory Section (CLS) related to routine material testing, laboratory quality assurance, site and plant QA, laboratory equipment & maintenance, laboratory certification and accreditation. Responsibilities shall include, but not be limited to, the following:

- Reports directly to the Chief of Infrastructure Material Quality in a large construction materials testing laboratory for the Client.

- Manage and review the daily work output of the various material testing sections within the CLS related to the following disciplines:

· Cementitious materials.

· Geotechnical Engineering.

· Bituminous materials.

· General civil materials.

· Chemistry and metallurgy.

· Electromechanical.

- Provide technical support to the various material engineers for each discipline.

- Manage processing of technical submittals from the client for materials, method statements from various utility agencies, method statements for non-destructive road crossings, and any other technical issues which may arise.

- Assign and manage development of QA plans for laboratory activities, construction sites, and manufacturing plants.

- Review routine and periodic reports for material testing, quality audits, site inspections, plant inspections, etc.

Qualifications

Should have minimum of 4 years of College Degree in Civil Engineering or related program, with minimum of 10 years of experience related to construction materials testing in large transportation and infrastructure projects including extensive experience working in a Construction Material Testing Laboratory.

Qualifications

1. Senior Contracts Manager/Commercial manager 20 years plus experience

2. BSc/Chartered Engineer/Chartered Quantity Surveyor

3. Experience of international contracts particularly FIDIC

4. Additional Legal or arbitration training and advantage

5. Majority of experience on Civil/Infrastructure projects

6. International experience mandatory, ME experience preferred

Chief of Infrastructure Material Quality is responsible for management of all aspects of the Client's Central Laboratory Section (CLS) and be the main point of contact with the Client's representatives regarding all daily laboratory operations and activities. Responsibilities shall include, but not be limited to, the following:

· Comply with the requirements of the scope of services as detailed in the Client's Terms of Reference (TOR).

· Manage the daily activities of a large construction materials testing laboratory for the Client.

· Manage a large team of engineers, laboratory technicians and assistants to ensure full implementation of the TOR.

· Ensure overall management, planning, scheduling, and direction of the laboratory work.

· Liaise with the Client regarding all technical matters involving materials testing, QA, reporting, etc. as related to the CLS.

· Provide technical input, assistance, and support to the laboratory staff.

· Issue monthly and yearly laboratory performance reports to the Client based on routine internal audits.

· Delegate work and assignments to the senior laboratory staff and supervise their performance.

· Provide support to the laboratory engineers for the following disciplines:

· Cementitious materials.

· Geotechnical Engineering.

· Bituminous materials.

· General civil materials.

· Chemistry and metallurgy.

· Electromechanical.

· Ensure timely completion of all materials testing.

Arrange for the review, preparation and submission of deliverables such as approved materials vendor list, NDRC method statements, material submittals, site and plant inspection, equipment inventory and maintenance, Quality Assurance and external Accreditation, research and development to improve material specifications, etc.

Qualifications

Should have minimum of 4 years of College Degree in Civil Engineering or related program, with minimum of 15 years of experience of which 5 years was in the position of Chief or Head of Material Lab or similar responsibilities, and the rest 10 years working in Construction Material Lab.
