· The Quantity Surveyor is responsible for reviewing and verifying entitlement and estimated order of magnitude including documentary substantiation of Variation Requests for endorsement by Principal QS for recommending to client in respect of Consultant Contracts;

· Review of requirements in respect of Parsons Consultants and prepare and issue Task Orders. Prepare budgets for endorsement by Principal QS prior to recommendation to client for approval;

· Review of merit and substantiating documentation of Consultants Variation Requests recommendations in respect of Construction Contracts prior to endorsement of Principal QS for recommendation to client;

· On approval by client of VR negotiate prices with Consultants for Final Recommendation to client for issuance of Variation Order;

· Prepare Variation Order for Principal QS endorsement prior to forwarding to client;

· On approval by client of VR advise Consultant to negotiate with Contractor and recommend in respect of final proposed value of Variation. Review consultant submittal for endorsement by Principal QS prior to recommendation to client ; and Prepare Variation Order for Principal QS endorsement prior to forwarding to client.

A minimum of ten years demonstrated prior experience in quantity surveying on large projects / programs is the requirement for this position.

Membership of professional body such as Royal Institution of Chartered Surveyors is required.

SPECIFIC RESPONSIBILITIES :

Cost Engineering:

Develops and maintains the cost control portion of the Parsons Integrated Control System (PICS) to provide project management, as well as the department and Company management, with the necessary tools for project cost control.

May participate in the development of the work breakdown structure, interfacing with Procurement, Engineering, and Finance Departments.

Prepares and processes input to the cost control system for all cost reports.

Prepares graphs, diagrams, and other exhibits to illustrate cost status and forecast requirements for Project Management and client.

Performs analytical review and arithmetic checks of cost reporting documentation.

Planning and Scheduling:

Implements and maintains the Planning/Scheduling portion of PICS. Understands and applies engineering, procurement, and construction terminology, concepts, and relationships. Develops and maintains critical path logic networks and bar charts utilizing this information.

Analyzes, evaluates, and forecasts current status against an established baseline schedule. Assesses the impact(s) of design or construction changes and schedule slippages. Reports schedule status to all levels of project and Company management as well as to the Client.

Provides computer input and performs analytical review of reports generated.

Accumulates and accesses historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting.

May provide guidance, direction, and specialized assistance to others in the resolution of project control problems.

Performs other responsibilities associated with this position as may be appropriate.

PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Engineering or Construction Management (or related field) and 3-5 years of related work experience.

SKILLS/COMPETENCIES :
Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.
