Serves on a Full Time basis as an Engineer I (Mechanical Engineer) supporting the TSSC-III Program through the National Technical Region, based out of Washington, DC. Moderate travel throughout the United States is required.

TYPICAL ASSIGNMENTS

Assists Construction Manager and Engineers in application of principles, methods, and techniques of construction/civil engineering technology.

Candidate will be involved in the plan preparation, acceptance testing, and evaluation of field conditions, design changes, progress evaluations and reports.

Candidate is required to prepare reports detailing tests conducted and their results. Assembling, typing, distributing and maintaining Punch Lists, problem notice and resolution documentation (AN, NCN & CAR), close out documents and other end-of-project activity documentation.

Candidate will attend and participate in "on site" meetings throughout the project and participate in briefings for employees during various phases of the project.

Candidate will be able to create proposals, present proposals to the client, work designers and CAD operators to create system designs, creating technical specifications, reviewing multi-discipline design packages, completing procurement requisitions for required materials and services, using an internet based Project Management System to update, report and archive projects documentation and executing projects with subcontractors.

The Heating, Ventilation, and Air-Conditioning Mechanic installs, services and repairs environmental-control systems in office buildings, and other commercial establishments, utilizing knowledge of refrigeration theory, pipefitting and structural layout, mounts compressor and condenser units on platform or floor, using hand tools, following blueprints or engineering specifications, fabricates, assembles and installs ductwork and chassis parts, using portable metalworking tools and welding equipment, and installs evaporator unit in chassis or in air-duct system, using hand tools.

This mechanic also cuts and bends tubing to correct length and shape, using cutting and bending equipment and tools, cuts and threads pipe, using machine-threading or hand-threading equipment, joins tubing or pipes to various refrigerating units by means of sleeves, couplings or unions, and solders joints, using torch, forming complete circuit for refrigerant, installs expansion and discharge valves in circuit.

This worker connects motors, compressors, temperature controls, humidity controls, and circulating ventilation fans to control panels and connects control panels to power source; installs air and water filters in completed installation, injects small amount of refrigerant into compressor to test systems and adds Freon gas to build up prescribed operating pressure. This mechanic observes pressure and vacuum gauges and adjusts controls to insure proper operation, tests joints and connections for gas leaks, using gauges or soap-and-water solution, wraps pipes in insulation batting and secures them in place with cement or wire bands, replaces defective breaker controls, thermostats, switches, fuses and electrical wiring to repair installed units, may install, repair and service air conditioners, ranging from fifteen to twenty tons cooling capacity in warehouses and small factory buildings.

Position Overview:

Works as directed by the Quality Manager, in support of BOS-E inspection services at the New Campus - East in Springfield VA, Bethesda, MD, and/or Washington Navy Yard facility. Provides quality control inspection activities on assigned project and/ or functional areas to ensure that products or services provided are in accordance with customer and Parsons requirements. Regularly interacts with other employees, representatives from a variety of functional groups, and project management, suppliers, subcontractors and client on project. Works with limited direct supervision on assigned tasks.

SPECIFIC RESPONSIBILITIES:

Responsible for:

1) Implementing inspection, examination, and testing procedures

2) Recording inspection, examination, and testing data

3) Planning inspections, evaluations, and tests; setting up tests, including preparation and set-up of related equipment

4) Evaluating the validity and acceptability of inspection, examination and testing results

5) Reporting inspection, examination and testing results

6) Providing leadership to lower-level QC Inspectors

7) Evaluating the adequacy of specific programs used to train and test inspection, examination, and testing personnel

Qualifications

Required

* US citizenship and TS/SCI clearance required
* High School/Trade School diploma and 8 years of related construction experience or 2 years as a Quality Control Inspector Level.
* Appropriate Quality Control Inspector Certification required within 12 months of employment.

Environmental Engineer (With Clearance)

Project

Parsons is providing facilities management, operations and maintenance, site and space use planning, environmental compliance, engineering, security, emergency management, freight and vehicle management, and custodial care. for a secure agency within the Department of Defense (DoD). This is a restricted access facility and employees will be required to have a current DoD Top Secret (TS) clearance with ability to obtain SCI. Position Overview:

The Environmental Engineer will advise and assist the Program and Environmental, Safety and Occupational Health (ESOH) Managers in the development, implementation and management of facility environmental requirements and programs. Mission needs cover multiple operating sites [Springfield/NCE, Bethesda (MD) and Washington Navy Yard (DC)], which require a coordination of environmental support services. The individual will ensure the Mission's ESOH Plan & SOPs satisfy applicable Federal, state and local environmental regulations; and, he/she will implement Parsons (SHARP) Corporate Safety Policy for planning and execution of environmental tasks at each facility. The Environmental Engineer will report functionally to the Program Manager and organizationally to the ESOH Manager.

This position requires proof of US Citizenship and TS/SCI Clearance.

SPECIFIC RESPONSIBILITIES:

The Environmental Engineer is responsible for:

* Providing technical assistance for environmental permitting and/or modifications, compliance monitoring and audits, and Federal & state reporting for air, water and waste aspects of facility operations

* Assisting the ESOH department in conducting scheduled environmental compliance & safety audits and inspections of facilities, and assuring environmental compliance records are organized and maintained per applicable regulations

* Coordinating environmental compliance sampling/testing as required by applicable permits and regulations, including interfacing with external laboratories relative to sampling protocol(s), chain of custody, etc.

* Communicating audit/inspection deficiencies to site operations personnel, and facilitating & tracking their corrective actions through implementation

* Reporting environmental non-compliance notifications to the appropriate agencies as required; and, maintaining all required documentation and records

* Coordinating and facilitating significant near-miss and incident investigations associated with non-compliant events; including communication of action items and tracking of resolutions

* Providing oversight & technical support to the NGA/BOS-E organization for various preventive/corrective maintenance and project tasks

* Developing, assisting and monitoring program(s) for waste reduction

* Providing support to ESOH department as appropriate for assuring daily operating requirements are satisfied at each facility

Qualifications

PREFERRED EDUCATION/EXPERIENCE:

BS in Civil/Environmental Engineering or Chemical Engineering, with at least 5 years industrial experience involving air, water and waste disciplines (or equivalent),.

SKILLS/COMPETENCIES:

Working knowledge of Federal/state/local regulations and reporting procedures for environmental and safety, including but not limited to RCRA, CAA, CWA, TSCA, OSHA etc

Proficiency with MS Office and other software tools

Excellent verbal & written communication, organizational and interpersonal skills
