Parsons is seeking an IT Principal/Senior Manager to lead our efforts in developing a database system to support our military facility management program. The successful candidate will have helped create and manage a system that is Maximo based for a US government information systems security agency. The database system to be developed will help administer and maintain these facilities in a LAN environment and it will be supported by MS SQL and Access. Archibus as well as Windows Server 2k and XP operating systems will also be components of this system. As such, you must be well versed in the applications of this hardware and software and be able to strategize and plan their development and configuration. The Heating, Ventilation, and Air-Conditioning Mechanic installs, services and repairs environmental-control systems in office buildings, and other commercial establishments, utilizing knowledge of refrigeration theory, pipefitting and structural layout, mounts compressor and condenser units on platform or floor, using hand tools, following blueprints or engineering specifications, fabricates, assembles and installs ductwork and chassis parts, using portable metalworking tools and welding equipment, and installs evaporator unit in chassis or in air-duct system, using hand tools.

This mechanic also cuts and bends tubing to correct length and shape, using cutting and bending equipment and tools, cuts and threads pipe, using machine-threading or hand-threading equipment, joins tubing or pipes to various refrigerating units by means of sleeves, couplings or unions, and solders joints, using torch, forming complete circuit for refrigerant, installs expansion and discharge valves in circuit.

This worker connects motors, compressors, temperature controls, humidity controls, and circulating ventilation fans to control panels and connects control panels to power source; installs air and water filters in completed installation, injects small amount of refrigerant into compressor to test systems and adds Freon gas to build up prescribed operating pressure. This mechanic observes pressure and vacuum gauges and adjusts controls to insure proper operation, tests joints and connections for gas leaks, using gauges or soap-and-water solution, wraps pipes in insulation batting and secures them in place with cement or wire bands, replaces defective breaker controls, thermostats, switches, fuses and electrical wiring to repair installed units, may install, repair and service air conditioners, ranging from fifteen to twenty tons cooling capacity in warehouses and small factory buildings.

Qualifications

* High School diploma or equivalent.

* Four years of HVAC Mechanic experience required.
* Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

* Journeyman or Master HVAC Certification required.

Position Overview:

The Environmental Engineer will advise and assist the Program and Environmental, Safety and Occupational Health (ESOH) Managers in the development, implementation and management of facility environmental requirements and programs. Mission needs cover multiple operating sites [Springfield/NCE, Bethesda (MD) and Washington Navy Yard (DC)], which require a coordination of environmental support services. The individual will ensure the Mission's ESOH Plan & SOPs satisfy applicable Federal, state and local environmental regulations; and, he/she will implement Parsons (SHARP) Corporate Safety Policy for planning and execution of environmental tasks at each facility. The Environmental Engineer will report functionally to the Program Manager and organizationally to the ESOH Manager.

SPECIFIC RESPONSIBILITIES:

The Environmental Engineer is responsible for:

* Providing technical assistance for environmental permitting and/or modifications, compliance monitoring and audits, and Federal & state reporting for air, water and waste aspects of facility operations

* Assisting the ESOH department in conducting scheduled environmental compliance & safety audits and inspections of facilities, and assuring environmental compliance records are organized and maintained per applicable regulations

* Coordinating environmental compliance sampling/testing as required by applicable permits and regulations, including interfacing with external laboratories relative to sampling protocol(s), chain of custody, etc.

* Communicating audit/inspection deficiencies to site operations personnel, and facilitating & tracking their corrective actions through implementation

The Position

The Facilities and Site Services Manager is a contributing team member responsible for coordinating and directing all activities within the SI-CSC. The Manager directs a multi-disciplinary staff of 11 personnel in support of a base operations services contract. The site has 130 acres of property and 5 buildings that comprise approximately 2.4M GSF. The customer base is approximately 8,000 personnel. The SI-CSC directs a work force of approximately 260 trades and services personnel. The SI-CSC primary mission is to coordinate and direct the response to customer request for services or information and direct and coordinate all scheduled maintenance, repairs, and operations. Operations include custodial, roads and grounds, integrated pest management, vertical lift systems, force protection systems, and snow removal. The SI - CSC also operates the car rental reservation systems, the conference room and hotel office reservation system, security monitoring services, the Lockout - Tag-out System, the issuance of Burn Permits, maintains the Equipment Services Publication Library, the Master Facility Drawings Archive, and most significantly the computerized maintenance management system (CMMS). The SI-CSC is responsible for the development of the facility and equipment maintenance plan for the 8,000+ pieces of equipment.

SPECIFIC RESPONSIBILITIES:

May establish or contribute to, project schedule and budget for all on-site activities, and monitors progress in meeting schedule and budget requirements.

Develops project documents, processes, and procedures required to support quality control and final project deliverables.

Determines number of hours required for successful completion of project tasks. Anticipates project staffing needs, identifies and interviews available personnel, and makes staffing assignments in accordance with schedule requirements.

Establishes objectives and conducts performance appraisals for direct reports.

Position Overview: Transit Systems Signal Estimator

Must have experience with electrical transit systems for large rail/train systems.
Completes a wide variety of difficult and complex estimating activities for a large project. The Estimator at this level utilizes his/her broad experience, expertise, and exposure to various types of company projects and clients, and regularly exercises his/her familiarity of company and project practices and procedures.

This position can be located in DC, MD, VA or NY.

SPECIFIC RESPONSIBILITIES:
Provides guidance, direction, and specialized assistance for the resolution of difficult and complex estimating problems. Assists project management with preparation of schedules for estimate preparation, review, and publication. May lead a small team of estimators who are qualified to perform capital cost estimating.

Prepares material takeoffs on the most complex projects, drawings, and plans. Reviews takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy. Prepares detailed breakdown of components and elements of estimates for systems and subsystems.
Reviews contractual documents and contract modifications to determine scope of work and scope changes.
Prepares and summarizes task and subtask estimates, including rate and unit cost determination and performing mathematical calculations by applying standard factors.

Assigns material costs and staffing costs to the takeoffs. Obtains telephone quotes for materials and services.
Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and databases.

Provides training and guidance to assigned personnel in the preparation, revision, and production of cost estimates. Reviews work of subordinate personnel for quality, clarity, and application.
Participates in client presentations as required.
Performs other responsibilities associated with this position as may be appropriate.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:
BS degree in Engineering or Construction Management (or related field) and 10-12 years of related work experience, including capital cost estimating experience. Must have estimating experience on rail transit projects working on signaling systems.

SKILLS/COMPETENCIES:
Ability to perform difficult and complex estimating activities typical to the engineering and construction industry is required. In addition, excellent communications skills, knowledge of company and project procedures and practices, and a working knowledge of typical project controls software such as DMCS (Document and Materials Control System) are required. Must have a clear understanding of, and ability to work with, engineering drawings and specifications

Project

Parsons is providing facilities management, operations and maintenance, site and space use planning, environmental compliance, engineering, security, emergency management, freight and vehicle management, and custodial care. for a secure agency within the Department of Defense (DoD). An Electrician performs a variety of electrical trade functions such as the installation, maintenance, or repair of equipment for the generation, distribution, or utilization of electric energy. Work involves most of the following: installing or repairing any of a variety of electrical equipment such as generators, transformers, switchboards, controllers, circuit breakers, motors, heating units, conduit systems, or other transmission equipment; working from blueprints, drawings, layouts, or other specifications, locating and diagnosing trouble in the electrical system or equipment, working standard computations relating to load requirements of wiring or electrical equipment, and using a variety of electrician's hand tools and measuring and testing instruments

Qualifications

High School diploma or equivalent.
Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance. In general, the work of the maintenance electrician requires rounded training and experience usually acquired through a formal apprenticeship or equivalent training and experience. Five years of Electrician experience required. Journeyman or Masters License preferred. Ability to lift up to 45 lbs.
