Technical lead and discipline manager responsible for direct supervision and technical completion of all HVAC engineering to support a major urban transit infrastructure project. Major design elements include HVAC work to support mechanical facilities and public and employee personnel spaces. This position will require both hands-on engineering design work, as well as supervision and management of other engineers and professionals.

The technical lead is responsible for ensuring the technical completion and accuracy of all work under supervision, as well as for ensuring that all work meets project quality control standards. The technical lead is responsible for ensuring all work is performed in a timely and efficient manner to established schedules and budgets. The technical lead is responsible for coordination of all work within the discipline, coordination of work with other disciplines and other packages, and coordination of work with end users and outside agencies. The technical lead is responsible for making monthly progress reports, attending meetings, and reporting progress and issues to managers, coworkers, clients and end users as required. The technical lead is responsible for signing and sealing the calculations, designs and specifications of their discipline. The position will be required to support construction phase services, including preparation of bid documents, support of the bid process, evaluation of proposals, and responding to RFI and shop drawing submittals.

The technical lead is also responsible for managing personnel resources within the group, ensuring all personnel are effectively tasked and supervised, and for managing the technical development of supervised staff.

SKILLS/COMPETENCIES

This position requires direct experience in engineering of applicable mechanical systems, and in management of design teams. Excellent interpersonal, written and oral communications skills and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering practices. Candidate must be adaptable and capable of adjusting work in response to unforeseen changes. Candidate should be proficient with Microsoft Office. Knowledge of Microstation is desirable. Experience with construction phase services and with system testing and commissioning is desirable.

Qualifications

The candidate must be a registered New York Professional Engineer.

PREFERRED EDUCATION/EXPERIENCE

The preferred candidate will poses a BS or MS in mechanical engineering with 10 - 12 years of relevant technical experience, preferably related to transit systems. The preferred candidate will have experience in a prominent lead role. The preferred candidate should have experience on large, multidisciplinary projects.

The Project manager will act as Parsons Representative with the client, regulatory officials, and subcontractors during the various phases of a large, multi-site remediation program in Central New York. Provide direction and management for design and construction activities being conducted on multiple sites; negotiate changes to the scope of work with the client and key subcontractors, and work to secure additional work with the client. Responsible for following up on instructions and commitments associated with all aspects of assigned projects.

Participate in negotiations with regulatory agencies and in public meetings in support of the client. Provide weekly project status updates to appropriate client and regulatory representatives and communicate/negotiate project level field changes with regulatory agencies as required.

Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the assigned project(s). Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provide input to performance reviews and development plans for subordinates.

Work with the program director, other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensure that the project meets or exceeds goals established in these plans.

Work with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advise the client and company management of any such changes.

The Project Manager is specifically responsible for maintaining current and timely change orders.

Candidate must also implement behavior-based safety tools to strive for incident free operations (no personal injuries, property damage or environmental releases) for both the Client and Parsons.

Perform other responsibilities associated with this position as may be appropriate.

Qualifications

4-year degree in Engineering (or related field) and 12 - 15 years of experience, a broad general engineering background, and previous project management experience on large environmental projects involving heavy civil work is required. Sediment remediation experience is preferred.

New York State Professional Engineer registration is preferred. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project.

Qualifications

THE ESSENTIALS:
- 15 years of directly related experience in design/construction projects and 10 years project control experience on large construction and/or environmental projects are required. At least 5 of those years should be in a supervisory role.
- Proficiency in project planning and scheduling for large construction projects is required.
- BS/BA degree in an engineering discipline, construction management, or business administration is required.

Parsons seeks a junior chemist to support data validation and quality assurance/quality control aspects of environmental projects for both private and Federal sector clients. Applicant will support data validation efforts under the direction of a Senior Chemist. SPECIFIC RESPONSIBILITIES:

* Review and validate chemical data packages in accordance with EPA guidance to ensure compliance with published analytical methods and evaluate usability of data.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:

* B.S. degree in Chemistry or related discipline.
* Candidate must have at least 1 year of experience performing environmental analyses at an analytical testing laboratory in organic department (inorganic department experience a plus).
* Must demonstrate experience working with and knowledge of standard EPA analytical methods detailed in SW846 and other EPA methods and an understanding of data validation in accordance with EPA protocols (Regions 2 and 3 a plus).
