Assess the impact(s) of design/construction changes and schedule slippages and assists project staff in developing work-around and schedule recovery plans. <br/>- Oversees the development and maintenance of the document control system for the project using Primavera and Expedition software. <br/>- Develops and creates weekly, monthly and special reports for the client and project management staff to monitor progress and status of the project, including input from contractors.  <br/><br/>    THE ESSENTIALS: <br/>- 15 years of directly related experience in design/construction projects and 10 years project control experience on large construction and/or environmental projects are required. 		<description><![CDATA[JOB <b>Description:</b> <br/> Technical lead and discipline manager responsible for direct supervision and technical completion of all HVAC engineering to support a major urban transit infrastructure project. Major design elements include HVAC work to support mechanical facilities and public and employee personnel spaces. This position will require both hands-on engineering design work, as well as supervision and management of other engineers and professionals. <br/><br/> The technical lead is responsible for ensuring the technical completion and accuracy of all work under supervision, as well as for ensuring that all work meets project quality control standards. The technical lead is responsible for ensuring all work is performed in a timely and efficient manner to established schedules and budgets. The technical lead is responsible for coordination of all work within the discipline, coordination of work with other disciplines and other packages, and coordination of work with end users and outside agencies. The technical lead is responsible for making monthly progress reports, attending meetings, and reporting progress and issues to managers, coworkers, clients and end users as required. The technical lead is responsible for signing and sealing the calculations, designs and specifications of their discipline. The position will be required to support construction phase services, including preparation of bid documents, support of the bid process, evaluation of proposals, and responding to RFI and shop drawing submittals. <br/><br/> The technical lead is also responsible for managing personnel resources within the group, ensuring all personnel are effectively tasked and supervised, and for managing the technical development of supervised staff. <br/><br/> SKILLS/COMPETENCIES <br/> This position requires direct experience in engineering of applicable mechanical systems, and in management of design teams. Excellent interpersonal, written and oral communications skills and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering practices. Candidate must be adaptable and capable of adjusting work in response to unforeseen changes. Candidate should be proficient with Microsoft Office. Knowledge of Microstation is desirable. Responsible for following up on instructions and commitments associated with all aspects of assigned projects. <br/>  Participate in negotiations with regulatory agencies and in public meetings in support of the client. Ensure that the project meets or exceeds goals established in these plans. <br/>  Work with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.   Advise the client and company management of any such changes.  <br/>  The Project Manager is specifically responsible for maintaining current and timely change orders.  <br/>  Candidate must also implement behavior-based safety tools to strive for incident free operations (no personal injuries, property damage or environmental releases) for both the Client and Parsons.  <br/>  Perform other responsibilities associated with this position as may be appropriate.  <br/><br/>  4-year degree in Engineering (or related field) and 12 - 15 years of experience, a broad general engineering background, and previous project management experience on large environmental projects involving heavy civil work is required.
