-The Project Controls Manager will support the Construction Manager as required in the development and implementation of procedures, systems, and reports to address Project status and forecasts.
- Develops and maintains a cost/schedule control system to provide , the Program Manager, the Construction Manager, and the Site Manager with the decision making tools for project control.
- Develops and maintains a cost estimating capability to develop construction estimates, prepare construction change notice estimates, and review contractor-prepared estimates.
- Develops and maintains an automated computer system based on and associated with Primavera that allows for the efficient capturing, storing, retrieval, and reporting of technical and business information including cost and schedule status and document control.
- Establishes and manages the project controls staff on site and monitors performance, progress and department budgets. Assess the impact(s) of design/construction changes and schedule slippages and assists project staff in developing work-around and schedule recovery plans.
- Oversees the development and maintenance of the document control system for the project using Primavera and Expedition software.
- Develops and creates weekly, monthly and special reports for the client and project management staff to monitor progress and status of the project, including input from contractors.

THE ESSENTIALS:
- 15 years of directly related experience in design/construction projects and 10 years project control experience on large construction and/or environmental projects are required. At least 5 of those years should be in a supervisory role.
- Proficiency in project planning and scheduling for large construction projects is required.
- BS/BA degree in an engineering discipline, construction management, or business administration is required.

Opportunity

POSITION OVERVIEW :
Under close supervision, performs a variety of geological and field tasks by applying basic geological techniques and analyses. The Geologist at this level is in a developmental mode, being trained in the utilization of relevant geological and/or hydrogeological theories and practices, and gaining exposure to Company procedures. Some assignments involve the use of computer software applications (e.g., spreadsheets, CAD, aquifer test analysis, etc.). Willingness to travel and/or relocate to field sites is expected.

SPECIFIC RESPONSIBILITIES :

Conduct a mix of field tasks and office work
Groundwater and soil sampling, treatment plant upgrades/repairs, report writing, spreadsheet and data manipulation, oversight of subcontractors, well drilling oversight, well log preparation
Performs various field and office tasks requiring the application of basic geological principles and fundamental theories. Applies available data pertinent to geology and/or hydrogeology, accurately describing and classifying soil and rock samples
Performs other responsibilities associated with this position as may be appropriate

PREFERRED EDUCATION/EXPERIENCE:

4-year degree in Geology or related field (geology, environmental science, chemistry ,biology)
1 to 5 years related work experience

SKILLS/COMPETENCIES:

Enthusiastic, motivated, and willing to conduct a mix of field tasks and office work (groundwater and soil sampling, treatment plant upgrades/repairs)
Good basic software skills, including Excel, Word, Powerpoint, graphics/CAD/GIS would be a plus. Familiarity with Access would be helpful

Need
Serve as a training facilitator responsible for layout, maintenance, lane reset, simulations development, training aids, and devices and simulator operator / controller / maintainer / trainer, for the Live training on the IED-Defeat (IEDD) home-station training Lane Red Team (IEDD-RT).

Requirements
§ High School Diploma or equivalent
§ 6 years prior experience with demonstrated leadership in training and assessments.
§ Experience in employing Training Aids, Devices, Simulators and Simulations (TADSS) in live training
§ US citizenship proof

The technical lead is responsible for ensuring the technical completion and accuracy of all work under supervision, as well as for ensuring that all work meets project quality control standards. The technical lead is responsible for ensuring all work is performed in a timely and efficient manner to established schedules and budgets. The technical lead is responsible for coordination of all work within the discipline, coordination of work with other disciplines and other packages, and coordination of work with end users and outside agencies. The technical lead is responsible for making monthly progress reports, attending meetings, and reporting progress and issues to managers, coworkers, clients and end users as required. The technical lead is responsible for signing and sealing the calculations, designs and specifications of their discipline. The position will be required to support construction phase services, including preparation of bid documents, support of the bid process, evaluation of proposals, and responding to RFI and shop drawing submittals.

The technical lead is also responsible for managing personnel resources within the group, ensuring all personnel are effectively tasked and supervised, and for managing the technical development of supervised staff.

SKILLS/COMPETENCIES
This position requires direct experience in engineering of applicable mechanical systems, and in management of design teams. Excellent interpersonal, written and oral communications skills and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering practices. Candidate must be adaptable and capable of adjusting work in response to unforeseen changes. Candidate should be proficient with Microsoft Office. Knowledge of Microstation is desirable. The Project manager will act as Parsons Representative with the client, regulatory officials, and subcontractors during the various phases of a large, multi-site remediation program in Central New York. Provide direction and management for design and construction activities being conducted on multiple sites; negotiate changes to the scope of work with the client and key subcontractors, and work to secure additional work with the client. Responsible for following up on instructions and commitments associated with all aspects of assigned projects.
Participate in negotiations with regulatory agencies and in public meetings in support of the client. Provide weekly project status updates to appropriate client and regulatory representatives and communicate/negotiate project level field changes with regulatory agencies as required.
Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the assigned project(s). Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provide input to performance reviews and development plans for subordinates.
Work with the program director, other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensure that the project meets or exceeds goals established in these plans.
Work with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advise the client and company management of any such changes.
The Project Manager is specifically responsible for maintaining current and timely change orders.
Candidate must also implement behavior-based safety tools to strive for incident free operations (no personal injuries, property damage or environmental releases) for both the Client and Parsons.
Perform other responsibilities associated with this position as may be appropriate.

4-year degree in Engineering (or related field) and 12 - 15 years of experience, a broad general engineering background, and previous project management experience on large environmental projects involving heavy civil work is required. Sediment remediation experience is preferred.
New York State Professional Engineer registration is preferred. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
