Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Position Summary Description

SENIOR PROPOSAL COORDINATOR

Position Overview:

Qualifications

* 2+ years of experience in public accounting, audit, or consulting in the engineering/construction industry: Big Four preferred.
* Strong analytical skills and familiarity with technology (e.g., Access, Excel, ACL).
* 4 year degree in accounting, finance, or business.
* Accounting/business-oriented qualifications desired (CPA, CIA, MBA, CFE, others).
* Excellent written and oral communication skills.
* Proven ability to work effectively alone, as a team member or as a team leader. Must be highly organized and able to meet schedules established.

Qualifications

* 10 + years of related work experience managing procurement functions in the federal sector.
* Proficiency in Federal Regulations.
* Familiarity with CPSR process.
* NCMA and/or CPM certification preferred

Opportunity

We have an immediate need for a FERC/CEQA and Environmental Permitting Specialist to work full-time in Pasadena, CA on project-specific and business development assignments.

Responsibilities

* Prepare Federal Energy Regulatory Commission (FERC) and NEPA (National Environmental Policy Act), and related environmental permit applications and coordinate approvals with regulatory agencies.
* Develop and manage business development opportunities for new transmission, pipeline and other corridor permitting projects.
* Conduct detailed assessments of environmental permits and identify/write essential tasks for data management system.
* Assist in the preparation of permit applications for pipeline and transmission line-related projects and facilities, and participate in environmental compliance program development.
* Manage multi-disciplinary tasks or projects of small or moderate scope and complexity.
* Manage environmental contractors and review technical documents related to environmental studies for pipeline and transmission line projects.
* Manage task/project budgets.
* Perform site surveys in support of compliance projects.
* Prepare memoranda, reports and proposals with minimal supervision.
* Interact with clients and periodically attend client meetings.
* Perform other responsibilities associated with this position as appropriate.
* Travel to field sites occasionally.
* Allocate time between project-specific and business development activities approximately 60% and 40%, respectively.

Qualifications

* 10 - 20 years experience permitting expertise in NEPA and FERC procedures resulting in project approvals.
* BS (minimum) or MS in environmental science, engineering, planning or related field.
* Experience working with FERC.
* Experience working with the U.S. Forest Service, U.S. Bureau of Land Management, U.S. Fish and Wildlife Service, and National Park Service a plus.
* Strong communication (written and oral) and organizational skills.
* Ability to work independently and effectively on project teams.
* Task management/proposal writing experience.
* Demonstrated success in business development activities involving permitting, regulatory compliance, environmental studies, or planning.
