Project

Parsons is supporting a large scale Independent Verification and Validation (IV&V) governmental program which will require review of third party design, engineering and installation deliverables; planning, design and commissioning services; and construction management oversight on mission critical facilities. This program will have openings for staff with current Top Secret/ Sensitive Compartmented Information and Counter Intelligence Polygraph (TS/SCI with CI Poly) clearance. Offers will be contingent upon award of contract which is anticipated in February or March of 2010.

Need

Parsons is seeking a Video Technician with current TS/SCI with CI Poly clearance to inspect the installation and operations of video technical equipment. The successful candidate will be knowledgeable in the use of video production concepts, interpreting drawings, specifications, and other related documents. In this position, you will verify and validate work performed by engineers and other technicians as well as be responsible for all video related work. Your success in this role will be based on your familiarity and experience with VidCAD; Creston programming; Analog, SDI and HD SDI video distribution standards; LCD application in video monitoring; AES/EBU or AES3 digital audio interface standards; encoding and decoding of television standards such as NTSC, ATSC, PAL, and compression and decompression techniques including MPEG and transport stream decoding.

Qualifications

· 5+ years as a video technician in a cleared environment

· Experience with equipment, programs, techniques and standards specified above

· Background in signal and multimedia theory, analysis and processing

· Ability to repair equipment and perform system integration using custom fabrication

· Experience with set-up and maintenance of record and playback broadcast machines and cameras

· Background in operation and setup of digital video editing systems, production switches and audio equipment (mixers, microphones, various audio decks)

· Proof of US citizenship and current TS/SCI with polygraph security clearance

Duties & Responsibilities

The incumbent will serve as the Video Engineering lead providing all coordination, management, resource management, and administration of all on-site video-related activities. The senior engineer will be the liaison between the COR and the contractor personnel in all matters pertaining to the performance of the contract work. The core contract work includes the management and operations of video technical equipment and the use of video production concepts, interpreting drawings, specifications, and other related documents. The senior engineer will lead other engineers and technicians and be solely accountable for all video related work including the project management, technical consultation, and team supervision.

Key Duties:

· Establish and manage video engineering process, procedures, policies and standards

· Design and develop video productions

· Procure, operate and maintain proper video engineering tools and equipment

· Train, manage and administer all video engineers and technicians

· Oversee and certify to contract standars all video production work

Document Control Coordinator (Ft. Gordon, GA)

Position Overview:

Under general supervision performs a variety of document control functions for a project or department.

Coordinates the flow of documents between project operations, engineering disciplines, construction team, or other department groups. Incumbent may be responsible for a small-sized project.

Will have knowledge of both the work processes of document control and also the use of electronic systems used to manage documentation.

Specific Respopnibilities:

Processes one or more document types through all procedural steps in accordance with well-defined procedures and guidelines. Ensures that pre-established document control requirements (e.g., which document numbering system will be used; how many and which signatures will be required for certain approvals, etc.) are satisfactorily met throughout the duration of the project.

Receives, tracks, and monitors documents using standard document management programs to register documents, maintain databases, and produces logs, transmittals, and other reports as required. Enters data and produces reports using other standard office automation or department-specific computer applications.

Input into established Sharepoint project site.

Scans documents for electronic storage.

Maintains an established data distribution system and schedule for the assigned project based upon client, project, department, and supplier requirements. Expedites review, signature approval, and release of supplier and internally produced documents.

May perform some clerical duties such as light typing, filing, answering phones, messenger service, etc.

Performs other duties commensurate with functional level and responsibilities.

Contributes as a team player who is deadline driven and works well with others.

This position will be filled if Parsons is successful in winning the contract. Contingent offers may be made in anticipation of Award which is projected for early Feb/March 2010.

Experience & Qualifications

* Clearance: Candidate must possess TS/SCI with, at least a Single Scope polygraph clearance, with the understanding that Full Scope Poly will be required.

High school diploma (or equivalent) and 4-8 years of relevant work experience, including 3-5 years of prior document control experience

Proficient keyboard skills and a working knowledge of MS Windows and related word processing, spreadsheet, and database software is required. Assignments will require a working knowledge of Electronic Document Management Systems. Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel and management.

Proficient skills in MS Sharepoint.

Will have knowledge of both the work processes of document control and also the use of MS Sharepoint at a minimum, to manage documentation.

Specific Responsibilities:

Provides assistance to users in capturing and locating electronic information.

May revise system or schedule as required to ensure timely approvals and distribution. Expedites review, signature approval, and release of supplier and internally produced documents.

Verifies retention requirements, arranges document cataloging, packing, and long-term storage or disposal of appropriate documents at time of closeout. Manages scheduled destruction of archived documents according to company and/or Client guidelines; provides assistance with document retrieval.

Assists junior document control staff to ensure effective implementation of project-specific procedures.

Serves as liaison between support group, home office and field personnel. Interfaces with groups inside and outside the organization.

Delegates and directs the work activities of project document control team.

Position Overview:

Supervises a group of five or more Engineers and design personnel, usually in one discipline, by directing technical engineering assignments and coordinating project staffing assignments. Education and experience over several years must be sufficient in order for the incumbent to serve as a Supervising Engineer on a large project or several smaller projects.

SPECIFIC RESPONSIBILITIES:

Reviews work produced to ensure that applicable codes, standards, and procedures are followed and quality is acceptable. Monitors productivity and technical proficiency of assigned personnel. Makes staffing assignments and reassignments as project needs arise.

Conducts performance evaluations, takes corrective action as necessary, recommends promotions and salary actions, and recommends training and development for assigned personnel.

Helps to define scope of work, design criteria, schedule, standards, and procedures for project assignments.

Determines budget estimates and staffing requirements for the defined scope and schedule.

Provides technical direction, making decisions and/or obtaining additional technical staff assistance as the situation warrants. This may include obtaining the services of consultants.

Promotes technical excellence on the project, including furthering the Quality Improvement Process.

Ensures that adequate checking is performed in accordance with discipline checking policy and procedures.

Ensures that discipline design work is coordinated with project staff and Engineers from other disciplines by maintaining clear and frequent communications.

Advises engineering and project management regarding any problem areas, staffing requirements, delays in production, scope changes, or other events which could effect project completion and/or profitability.

Initiates and/or reviews change order requests for additions, deletions, or changes to the original scope of work.

Recommends design methods, equipment use, etc., for discipline standards.

Supervises the production of project drawings and design calculations.

Maintains affiliation with professional societies to keep abreast of current technologies.

Recommends and prepares technical papers.

Performs other responsibilities associated with this position as may be appropriate.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:

4-year degree in Engineering (or related field) and 12-15 years of related work experience. Professional Engineer registration required.

Recent experience in Emerson Distributed Control Systems including DeltaV SIS application is required

Experienced in DCS PLC automation including development of HMI graphics.

Knowledge of Intergraph Smart Plant Instrumentation (INTools) a plus.

Previous experience on DOE jobs desirable

SKILLS/COMPETENCIES:

Proven ability to perform in a lead capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project.
