Project

Parsons is supporting a large scale governmental program which will require review of third party design, engineering and installation deliverables; planning, design and commissioning services; and construction management oversight on mission critical facilities. This program will have openings for staff with current Top Secret/ Sensitive Compartmented Information and Counter Intelligence Polygraph (TS/SCI with CI Poly) clearance. Offers will be contingent upon award of contract which is anticipated in February or March of 2010.

Need

Parsons is seeking a Project Controls Manager with a current TS/SCI with CI Poly clearance to provide guidance, direction, and specialized assistance for the resolution of difficult and complex project control problems. Successful candidate will manage a team of Project Control Engineers/Specialists who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones. Will also assess the impact(s) of design/construction changes and schedule slippages. Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.

· 12 - 15 + years of experience in Project Controls supporting Program/Project management with some supervisory experience.

· Basic engineering knowledge in electrical, mechanical, civil, or a related field required.

· Proficiency in utilizing Primavera 6.0 or greater.

· 4-year degree in Engineering or Construction Management (or equivalent work experience)

· Proof of US citizenship and current TS/SCI with polygraph security clearance

PROJECT:

Parsons is managing an Independent Validation and Verification ( IV&V) program for an agency within the Department of Defense to review third party A/E work, conduct self-performed studies and analysis, testing and measuring, and perform specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders.

Position Overview:

Develops, implements, and maintains cost control, and/or provides centralized planning/scheduling function on one or more larger projects. The Project Control Engineer/Specialist at this level is a fully qualified professional with solid experience, technical expertise, and familiarity with company policies and procedures to complete complicated tasks independently. Assignments require the use of a personal computer and a proficiency in using various Project Controls software such as Excel, Primavera, and Document and Materials Controls System (DMCS).

SPECIFIC RESPONSIBILITIES:

* Provides guidance, direction, and specialized assistance for the resolution of difficult project control problems. May interface with clients, attend regular meetings, and give statistical reports.
* Analyzes, evaluates, and forecasts current status against an established baseline schedule. Assesses the impact(s) of design or construction changes and schedule slippages. Reports status of schedule to appropriate project and Company management as well to the client.
* Understands and applies engineering, procurement, and construction terminology, concepts, and relationships. Develops and maintains critical path logic networks and bar charts utilizing this information.
* Customizes project control systems to meet specific project requirements.
* Accumulates and accesses historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting.
* May supervise one or more lower-level Project Control Engineer/Specialists and/or support personnel. Provides input to Chief or Principal Project Control Engineer/Specialist regarding staffing requirements. May provide input for performance review of subordinates.
* Performs other responsibilities associated with this position as may be appropriate.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:

* 4-year degree in Engineering or Construction Management (or related field) and 5-10 years of related work experience.
* Basic computer and software skills.

SKILLS/COMPETENCIES:

* Requires basic engineering knowledge in electrical, mechanical, civil, or a related field. Proficient PC skills including a proficiency in various software used in the Project Controls Department, such as Excel, Primavera, and Document and Materials Controls System (DMCS) are also required.

Candidate must be able to successfully complete requirements for TS/SCI with Polygraph security clearance, existing active security clearance preferred.

This role requires a detailed communicator to keep the design activities on schedule and resolve design and technical issues. The successful candidate will be responsible for recommending and integrating design solutions according to both our client and our firm's standards. A broad engineering design background, coupled with specific electrical and mechanical design expertise, plus experience on large scale mission critical facilities, will be keys to your success.

* 10+ years of design management experience on mission critical facilities (such as command centers or data centers)
* Proven results in design integration and delivering detailed oversight of the design process
* Experience in design or design management of mechanical and electrical systems, particularly those requiring backup and redundancy for 24/7 operational security

Regularly interacts with other employees, representatives from a variety of functional groups, and company management, suppliers, subcontractors, and client on project. Provides leadership to Quality Control staff.

Specific Responsibilities

Responsible for:

* Implementing inspection, examination, and testing procedures
* Recording inspection, examination, and testing data
* Planning inspections, evaluations, and tests; setting up tests, including preparation and set-up of related equipment
* Evaluating the validity and acceptability of inspection, examination, and testing results
* Reporting inspection, examination, and testing results

Qualifications

Requirements

* 8 years of related construction experience and/or related quality control experience with 2 years as Quality Control Inspector, Senior
* Proficiency in the use of computers and software packages needed to support the documentation, analysis, and retention quality records
* Ability to communicate clearly and interface effectively with a diverse group of professionals
* High School/Trade School diploma; 4-year degree in related field preferred
* It is anticipated that individuals will be certified to perform activities in one or more of the following areas (or subjects): Mechanical, Electrical, Plumbing, Instrumentation and Controls, Civil, Structural, Architectural, HVAC, Welding, Non-Destructive Examination, Receiving, and Special Processes. Certification to industry recognized standards, such as certification to DOT, IEEE, AWS, SNT-TC-1a, ACI, or International Code Council or internal Parsons certification requirements as a part of the Quality Control certification program, will be required
* ASQ, CMQ, or CMQ/OE preferred. Evidence of previous certification required
* Additional years of education beyond the minimum requirement are considered equivalent to years of related work experience
