Successful candidate will provide senior level consultation and coordination of management of construction projects. Maintains line management responsibility for all functional activities associated with the execution of the construction projects with particular emphasis on obtaining maximum job quality, safety, accurate cost control and schedule compliance and contract administration. Responsible for implementation and managing all phases of operations of assigned construction projects. Monitors construction progress and schedules and the review and surveillance of field operations of the various contractors. Manages multi-disciplined staffs of construction and maintains adequate staffing of construction management personnel on assigned project(s).This successful candidate will perform the following duties:

1. Implements construction management guidelines, policies and procedures related to construction activities for the assigned projects.

8. Monitors the progress of all assigned construction project functions and report on their status to Director, Construction. Give particular attention to reporting matters effecting program overruns and trends, safety, quality, change orders, contractor invoices, delays or claims and make every effort, in concurrence with the Director, Construction to rectify these conditions.

9. Provide construction expertise and guidance as required by the assigned projects. Review and evaluate technical problems concerning construction.

10. Review and approves contractors' invoices and verify contractors' field installed quantities of contract items.

11. Review and evaluate the performance of assigned personnel and approve their travel requests.

12. Coordinate with Contract Administration to prepare all necessary documents such as COIAs, Issuance of LOIs, Change Orders, etc. Answering GBS inquires and correspondences to the Presidency at RC Riyadh.

This multi-billion dollar complex expands and diversifies the Kingdom's economy by establishing an integrated industrial center on the Red Sea. Basic infrastructure includes transportation and communications networks; water, sewerage, and electrical power systems; a desalination system; industrial and sanitary wastewater treatment plants; industrial parks; a deep water port; airport; and complete community facilities for housing, education, culture, government, public safety, and health care.

An important project element is the development of the new community of 80,000. Facilities include schools, mosques, shopping centers, hospitals, and the site of the new Yanbu Industrial College polytechnic institute. The new community is one of the largest ever planned and was constructed as a single project.

Need

Parsons is seeking a Manager, Infrastructure Planning (Electrical) to be based in Yanbu, Saudi Arabia for a 24 month position with approved periodic home leave. This successful candidate will perform the following duties:

* Develop & maintain master plans (long-range plans) for all utility systems and continually evaluate & modify as necessary.
* Perform all required studies for various utility systems. For electrical system, used ETAP software or equivalent software to perform power system studies on various voltage systems.
* Maintain records/data on electrical, process water and potable water system and equipment, historical and real time utility load/usage data on system basis and large customer or area basis.
* Ensure that incremental utility system expansions fit into master plans so as to promote operating economies and system security/reliability.
* Monitor growth plans/projections in order to readily provide information regarding utility demands possibilities for expansion.
* Coordinate with other Royal Commission departments including MARAFIQ and Saudi ARAMCO.
* Plan system expansions for serving projected demand including: identify projects and prepare scope of work; prepare project implementation schedules; exercise value engineering principles; and prepare annual budget requests.
* Train Saudi Engineers.
* Performs other responsibilities associated with this position as may be appropriate.

Qualifications

* US or Canadian Citizenship is required.
* A bachelor degree in Electrical Engineering. A Master degree is preferred.
* Registration as a Professional Engineer as desirable.
* Minimum of 15 years experience with planning, engineering and operating systems (380 kv/115kv/34.5kv/13.8 kv Transmission & Distribution, and substations) and systems using large diameter underground piping networks. Minimum of 7 of the 10 years shall have been spent in planning of these systems. Must be capable of using commercially available computer programs to perform all required utility system studies.
* Fluent use of Microsoft Office, including Word, Excel, Power Point and Project

Parsons is seeking a CIVIL SUPERVISOR to be based in Yanbu, Saudi Arabia for a 24 month position with approved periodic home leave. This successful candidate will perform the following duties:

Responsible for efficient management and control of civil section to meet the development program requirements and review of technical output of the section. Ensures the technical adequacy, uniformity, and quality of the project designs in conformance with approved standards and codes. Monitors section's progress towards program objectives and takes necessary corrective actions when necessary. Also, responsible to ensure that the civil design of the projects is cost effective and during bidding and construction the change orders related to civil engineering would be a minimum.

* Prepares technical specifications and clear scope of work descriptions.
* Provides technical advice and guidance on all discipline aspects.
* Prepares Request for Proposal (RFP) documents with design concepts.
* Provides technical assistance during pre-bid conferences, proposal evaluations, and post-award or other contract conferences.
* Reviews A/E contractor design drawings, specifications, unit price items and calculation submittals and coordinates with the works of other disciplines. The review responsibility is to ensure that the changes during bidding and construction are minimum and there is no design conflict with other systems.
* Reviews vendor/shop drawings and construction materials and/or equipment submittals.
* Performs field inspections and provides professional field support as necessary during construction phases.
* Prepares conceptual designs, interface layouts and conflict solutions.
* Prepares man-hour estimate and material take-offs.
* Prepares and reviews technical correspondence, reports, and studies.
* Development of procedures relevant to the Section's role within the Engineering Department.

Qualifications

Requirements

1. Degree in Civil Engineering

2. 15 years post-graduate professional experience with experience as a discipline supervisor/team leader and 5 years in a management assignment

3. US registration as a Professional Engineer is desirable.

4. The candidate must have sound design and construction support experience in site development, site grading, roads and utilities (water, sanitary, sewage etc) for large residential, industrial and commercial areas.

5. A proven record of technical and administrative ability in design management.

6. Very familiar with the value engineering applications and current applicable codes.

Parsons is seeking a Petrochemical Cluster Support Specialist to be based in Yanbu, Saudi Arabia for a 24 month position with approved periodic home leave. This successful candidate will perform the following duties:

Strategy Formulation:

* Implementation of department policies, goals, objectives, and procedures and support in their development as needed.

Budgeting & Controlling:

* Assists in the development and implementation of business plans while ensuring to work within defined budget parameters.

Operational Tasks:

* Conduct the assessment of opportunities in Yanbu Industrial City for petrochemical industries to promote and build out the petrochemical cluster development programs.
* Carry out market, technical and economic assessment studies in order to identify petrochemical clusters suitable to Yanbu Industrial City.
* Analyze petrochemical clusters research data to assess the impact of change on existing clusters and predict potential changes on the basis of findings.
* Review technological changes and opportunities at Yanbu Industrial City within existing petrochemical clusters, develop plans and initiatives, and report the same accordingly.
* Conduct research on current petrochemical clusters performance and requirements, analyze findings, and provide the Cluster Support Director with information needed for the development of future plans.
* Analyze the technological performance of petrochemical clusters from a technical standpoint, identify potential for synergies, and advise the Director of the same.
* Analyze current roles played by stakeholders within petrochemical clusters and review the potential of stakeholders to play a role in executing action plans designed to mitigate risks and challenges within petrochemical clusters.
* Provide the needed specialist insight towards the development of action plans designed to facilitate identified challenges within existing petrochemical clusters (such as manpower shortages, technological challenges, etc.).
* Propose to the Director potential stakeholders who can take action to rectify deviations, identify their roles, and develop action plans for proposal accordingly.
* Review legal and regulatory compliance changes, coordinate with the concerned parties, and develop reports detailing the expected impact of the same existing petrochemical clusters.
* Coordinate with petrochemical industries/investors within clusters in order to obtain information regarding legal legislative and regulatory requirements, and provide the Director with information accordingly.
* Oversee the implementation of cluster operation plans, policies, procedures, and transition/mitigation plans.
* Supervise, coordinate, and direct the needed teams to implement the needed detailed work plans to accomplish functions operational objectives.
* Develop and implement Department policies, goals, objectives, procedures, and business plans.
* Perform other activities as directed.
