Position Overview:

The individual will ensure the Mission's ESOH Plan & SOPs satisfy applicable Federal, state and local environmental regulations; and, he/she will implement Parsons (SHARP) Corporate Safety Policy for planning and execution of environmental tasks at each facility. The Environmental Engineer will report functionally to the Program Manager and organizationally to the ESOH Manager.

This position requires proof of US Citizenship and TS/SCI Clearance.

SPECIFIC RESPONSIBILITIES:

The Environmental Engineer is responsible for:

* Providing technical assistance for environmental permitting and/or modifications, compliance monitoring and audits, and Federal & state reporting for air, water and waste aspects of facility operations

* Assisting the ESOH department in conducting scheduled environmental compliance & safety audits and inspections of facilities, and assuring environmental compliance records are organized and maintained per applicable regulations

* Coordinating environmental compliance sampling/testing as required by applicable permits and regulations, including interfacing with external laboratories relative to sampling protocol(s), chain of custody, etc.

* Communicating audit/inspection deficiencies to site operations personnel, and facilitating & tracking their corrective actions through implementation

* Reporting environmental non-compliance notifications to the appropriate agencies as required; and, maintaining all required documentation and records

* Coordinating and facilitating significant near-miss and incident investigations associated with non-compliant events; including communication of action items and tracking of resolutions

Our leadership is committed to market segment growth with the Naval Sea Systems Command (NAVSEA) as well as other Department of Defense agencies, the Department of Homeland Security, Federal Aviation Administration and other civilian agencies that support the intelligence agencies.

We are currently preparing to support the Team Submarine office in Washington, DC. Support will involve general overall support and specific support including: Programmatic Support, Business and Financial Management Support, Technical and Engineering Support Services and Logistics Support Services.

These will be opportunities to provide direct support to the warfighter at the tip of the spear.

We anticipate that this relationship and program support will continue well in to the future.

Responsibilities:

Program Management Support. The Contactor may be required to assist in providing program management support to NAVSEA Team Submarine. The Contractor personnel shall have current and relevant levels and breadth of acquisition program management experience and expertise. Support may include, but is not be limited to:

* daily program or project execution,
* program/project status reporting and information flow,
* preparation for and participation in program management, execution, and technical reviews,
* analysis and evaluation of program/project progress and status based on Earned Value Management System (EVMS) information, technical and programmatic reviews, etc.
* development and submission of programming, budgeting, and execution positions and plans,
* development and implementation of acquisition, logistics, and test plans and acquisition strategies,
* development of required acquisition documentation and briefing material.
* implementation and execution of standard SOF acquisition and logistics processes as well as expedited processes, such as the Combat Mission Needs Statement/Urgent Deployment Acquisition (CMNS/UDA) and combat development.

Qualifications

Experience and Education:

* 10 years of military or equivalent experience in air, land, and/or sea systems in support of Special Operations Forces
* Bachelor's Degree in engineering or related discipline or equivalent combination of education, technical training and certification or work experience. Master's degree preferred
* Skilled in areas of Program Management with knowledge of DoD and SOCOM acquisition requirements (DOD 5000 Series and 70-1, respectively) lifecycle, from cradle to grave support preferable
* Level III in Acquisition Program Management and/or Life Cycle Logistics with associated Master's Degree.
* Proof of US Citizenship is required. Must possess- a SECRET level security clearance - TS/SCI is preferred

Candidate will assist in providing systems engineering and technical management support to NAVSEA on all acquisition programs and science and technology programs and projects. Candidate personnel shall have current and relevant levels and breadth of technical experience and expertise.

Support may include, but is not be limited to:

* technology readiness level assessments and analysis of alternatives;
* detailed technical analyses translating user capability objectives into requirements, specifications, or other documentation, as required;
* review, analyze, and provide recommendations on proposed technical approaches and solutions, specifications, test plans, engineering drawings, technical review packages, etc.;
* risk assessments and mitigation plans;
* generating technology development strategies, and systems engineering and system architecture documentation;
* assistance with managing the technical baseline and supporting configuration, interface, and technical data management activities;
* operational performance analysis and modeling and simulation;
* technical reviews and analyses, such as Reliability, Availability, and Maintainability (RAM) engineering,
* manufacturing and production engineering, product assurance, and system integration and interoperability, and validation and verification; and
* technological trend assessment/analysis to identify opportunities for advancement of current capabilities.
