Promote technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. SENIOR PROPOSAL COORDINATOR

Position Overview:

Proposal Coordinator functions as a coordinator of marketing and business development (BD) projects including proposals, qualification documents, presentations and other marketing materials as requested for our transportation division (Road & Highway, Bridge & Tunnel, Rail Transit, and Aviation). Will work independently and as part of a team. The Proposal Coordinator reports to and receives assignments through the BD Services Manager. The position supports the BD Core Services Center in Southern California, specifically, Ontario, Irvine, San Diego, and in some cases San Francisco and Las Vegas, Nevada.

SPECIFIC RESPONSIBILITIES:

Creates, gathers, researches and organizes information from many sources to generate business development proposals, qualifications and presentations. Must synthesize disparate data from multiple sources into coherent BD documents. Understands and supports Parsons business development and proposal development policies, procedures and protocols. Proposal development elements may include but are not limited to:

· Reviews RFP and bid/qualifications request documents so that client requirements are clearly understood. Works with BD Services Manager to prepare the Responsibility and Compliance Matrix.

· Works with BD Services Manager to prepare a proposal schedule that includes ample time for document development, all reviews, production and delivery.

· Organizes all technical written materials supplied by support groups including organization of sections, tables, exhibits, and attachments. Monitors proposal for accurate content and consistency and compliance.

· Schedules marketing support services with the appropriate support groups such as graphics, editors, quality assurance and production, to ensure proposal deadlines are completely understood and met.

· Identifies and edits existing materials and/or writes copy to effectively communicate Parsons services, core capabilities and discriminators to develop responses. Research and gather information to include corporate information, past experience examples, proposed project team resumes and other standard materials. Captures any new language written for addition to the marketing content database.

· Tracks and reports status of all proposal elements to proposal team and BD Services Manager. Anticipates possible trouble areas and works with BD Services Manager to provide practical solutions to problems as they arise.

· Works with local printer during printing and packaging of submittal. Proofing colors, laminating and dye cutting of tabs/dividers, etc.

Qualifications

QUALIFICATIONS - PREFERRED EDUCATION/EXPERIENCE:

BA/BS in Marketing, English, Communications, Liberal Arts, or some related field. 2 to 4 years of RFP response and proposal development experience required. Experience in A/E/C industry required.
