		<title>Senior Engineering Manager - Centcom Job (Annapolis Junction, MD, US)</title>

This position is contingent upon task order award anticipated later in 2009.  <br/><br/>   Need   <br/>  Parsons is seeking a Senior Engineering Manager to oversee senior engineers, designers, IT and technical support personnel who are developing shared or common IC-Tactical "user-ready" facilities that satisfy the intelligence community needs.  These senior staff are tasked with collecting information, performing complex analysis, compiling reports, developing plans, preparing presentations and producing deliverables that provide our client with the information to develop and implement final strategic plans.  The successful candidate will be thoroughly versed in MILCON construction and the attendant IT implications, the ODNI Shared Information Environment (ISE) initiatives, or military tactical systems.   In order to facilitate their work, you will be responsible for monitoring their quality and progress and ensure that our engineering deliverables, budgets, and schedules are on target to satisfy our clients' requirements. You will assess the impacts of design or construction changes and schedule slippages, as well as develop and maintain critical path logic networks and bar charts. The keys to success will be your abilities to understand and apply engineering, procurement, and construction terminology, concepts, and relationships to project control issues that may impact the design and construction of   "user ready" IC-Tactical facilities. 		<description><![CDATA[Bring Your Full Talents to Work Every Day   <br/><br/>  Quality Assurance Engineer/Specialist, Lead  <br/><br/>   Parsons is managing an Independent Validation and Verification ( IV&V) program for an agency within the Department of Defense to review third party A/E work, conduct self-performed studies and analysis, testing and measuring, and perform specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders.  <br/><br/>  POSITION OVERVIEW :    <br/> Provides quality-assurance (QA) support activities on assigned project/program and/or functional area(s) to ensure that products or services provided are in accordance with customer and Parsons quality requirements.  Reports to the Quality Assurance Manager or Quality Assurance Engineer/Specialist, Senior Supervising.  Regularly interacts with representatives from a variety of functional groups, including program management, design/engineering, purchasing, construction, and other personnel. <br/><br/>  SPECIFIC RESPONSIBILITIES :  <br/> Verifies that Parsons and customers' quality requirements are in compliance with quality standards and quality program requirements for products and services provided. <br/><br/> Plans, directs and performs QA audits of internal and external organizations. <br/><br/> Identifies and reports quality issues or trends in the assigned area or product based on data from a variety of sources. <br/><br/> Recommends and/or verifies implementation of appropriate corrective action for quality issues, in coordination with program management, engineering, purchasing, construction management and others. <br/><br/> Prepares QA/QC manuals, plans, and/or procedures. <br/><br/> Reviews from a quality perspective (and approves if required), documents prepared by internal or external organizations, such as quality manuals and procedures, technical deliverables, test plans and procedures, purchase orders, and subcontracts. <br/><br/> Provides support to management for interface on quality activities with internal or external organizations (customers, suppliers, subcontractors, and others). <br/><br/> Plays a key role in ensuring that the Division's and customers' quality requirements are met on assigned products, programs, area and functions. <br/><br/> Provides guidance and training to lower-level QA personnel.  May conduct performance reviews for these employees. <br/><br/> Performs other functions associated with this position as appropriate and directed by management. <br/><br/>  PREFERRED EDUCATION/EXPERIENCE:     <br/><br/> Required: <br/> 4-year degree in Engineering (or related field) and a minimum of 15  years of related work experience in the field of quality assurance, including 2 years experience as a task leader. Lead Auditor certification (ISO 9001 or equal) or ASQ Certification (as CMQ/OE, CQA or CQE). <br/><br/> Preferred: <br/> Membership in a nationally-recognized QA/QC organization. Other related certifications may include, but are not limited to: Building Inspector, NQA-1 (nuclear auditor), NDT (ASNT), Welding Inspector (AWS), DOT <br/><br/>SKILLS/COMPETENCIES :  <br/> Requires knowledge of industry quality systems and standards, such as ISO 9000, ASME, ANSI, ASTM.   Requires knowledge of quality assurance/quality control work practices, processes and current technology. Requires proficiency in the use of computers and software packages related to field.
