Senior Electrical Commissioning Agent

PROJECT:

Parsons is managing an Independent Verification and Validation IV&V program for an agency within the Department of Defense to review third party A/E work, conduct self-performed studies and analysis, testing and measuring, and perform specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders.
This is for a long-term project with a 5 years start and potentially 4 year extensions, (total of 9 years).
You will be responsible for the system-wide electrical commissioning at the client's buildings. In order to successfully achieve this task, you will use your knowledge and leadership and coordination skills to provide thorough oversight of electrical plant start-up, system testing, demonstration, commissioning, training and operations. You will be expected to effectively team with other team members and client team members to schedule and execute detailed phases of commissioning activities.

Recent experience in design and operation of electrical power distribution systems in data centers, critical facilities, and industrial facilities.
Experienced in reviewing designs for commissionability and operability.
Developing commissioning plans and detailed commissioning procedures.
Coordinating and witnessing commissioning activities with contractor-vendor-owner teams.

Successful candidates at least 5 years of progressive experience in the commissioning of complex electrical systems in large, institutional facilities. Strong Pluses: P.E., experience in LEED commissioning and-or LEED-certified facilities, CBCP or related certification.

Requirements:

Electrical experience in Tier 3 and Tier 4 systems including back-up generators (1000kva and larger), UPS (multiple modules of 750kva and larger), medium voltage and low voltage AC distribution, double-ended switchgear, power transformers, substations, auto transfer switches, PDUs, and electrical monitoring and SCADA systems.

· 5 years of electrical commissioning experience preferably in Mission Critical Facilities
· Knowledge of all applicable electrical codes and design standards to perform commissioning tasks installation
· 4 year degree preferred
· Professional Engineer registration preferred
· Proof of US citizenship

Projects
Parsons has several large scale design-build governmental programs underway which require review of third party A/E firms' design and engineering deliverables; self performance of engineering studies, analysis, planning and design; commissioning services; and construction management oversight on mission critical facilities. These programs have openings for talented engineers who are clearable or already hold a security clearance. This position is contingent upon task order award anticipated later in 2009.

Need
Parsons is seeking an electrical engineer to help develop shared or common IC-Tactical "user-ready" facilities that satisfy the intelligence community needs. The successful candidate will be tasked with collecting data pertaining to designing electrical systems related to power and lighting. You will then perform complex analysis, compile reports, develop plans, prepare presentations and produce deliverables that will provide our client with reliable information to develop and implement final strategic plans. This position requires electrical engineering expertise in MILCON facility design and military construction. The keys for success will be your abilities to solve technical challenges, develop leading edge solutions, and facilitate delivering "user ready" IC-Tactical facilities.

10 years of electrical engineering design experience in MILCON construction and/or with USACE, NAVFAC or AFCEE
Track record of designing and engineering power and lighting systems
B.S. degree in electrical engineering
Licensed electrical professional engineer (PE)
US citizen with TS/SCI clearance or must be able to obtain/maintain TS/SCI eligibility
