Proposals
An integral part of Parsons overall growth and stability is securing large-scale Federal programs. Developing winning proposals is a key to our success. In support of this goal we have established two proposal centers with dedicated space and teams technical writers, editors, graphic artists, word processors, proposal specialists, estimators, and proposal managers. Parsons is seeking a Sr. Proposal Manager with a proven track-record with Federal proposals.
Need
The successful candidate will have a track-record of managing multi-volume proposals with typical response times of 30-90 days, proposal teams of 3 to 60 people, and revenues of $6M to 1B dollars. He/she will be able to prepare: estimated proposal budgets, annotated outlines, resumes, project Description:s, narrative as needed, and schedules.
The proposal manager will oversee the production of documents for Parsons' internal executive review process. He/she will be able to develop and execute plans to rectify potential gaps or delays in the proposal's development and production. You will be responsible for assisting the capture manager with pre-proposal activities, the development of the proposal content to ensure a compliant, comprehensive and compelling product and our proposal team's performance in order to win. The ability to lead the proposal team with an encouraging, diplomatic demeanor and an attention to details will be the keys to your success. The position is located in Washington D.C.
8 years of managing multi-volume Federal proposals that have resulted in awards in the range of $6M to $1B.
In depth understanding of compliance with Sections C, L, and M of governmental RFPs
Capable of creating complete and compelling outlines and/or storyboards for multi-volume deliverables.
Willingness to learn and offer improvement to Parsons proposal procedures and database systems.
