Proposal Manager - Federal Opportunities



Parsons provides mission critical solutions to the US government. Our landmark planning, environmental, engineering, construction, and facility operation programs have supported federally-funded chemical weapons demilitarization, military installations and ranges, space exploration, missile defense, aviation, and sustainability programs. Projects

An integral part of Parsons overall growth and stability is securing large-scale programs with the Department of Defense (DoD) and Department of Energy (DOE). Developing winning proposals is a key to our success. As such, we have a team of dedicated technical writers, editors, graphic artists, word processors, proposal coordinators, estimators, and proposal managers who support the proposal process from ITS inception to final the proposals. Parsons is seeking a proposal manager with a proven track-record to join this elite team.



Need

The successful candidate will have a successful track-record of managing, scheduling, editing, and producing draft and final proposals for awards in the range of $1 billion dollars. The emphasis of your efforts will be complex, construction program management or advanced scientific program management submittals. The proposal manager will oversee the production of documents for Parsons' internal executive review process. He/she will be able to develop and execute plans to rectify potential gaps or delays in the proposal's development and production. You will be responsible for content development, adherence to Request for Proposal (RFP) requirements and format, and our proposal team's performance in order to win these large-scale programs. The ability to lead the proposal team with an encouraging, diplomatic demeanor and an attention to details will be the keys to your success. The position will be located in Washington, D.C.



Requirements:

8+ years of managing large scale proposals that have resulted in DoD and/or DOE awards in the range of $1 billion.

In depth understanding of compliance with Sections C, L, and M of governmental RFPs

Capable of creating complete and compelling outlines and/or storyboards for multi-volume deliverables.

Willingness to learn and offer improvement to Parsons proposal procedures and database systems.

Bachelor of Science from an accredited university.
