Project
Parsons is the managing contractor finalizing the master plan and managing all infrastructure design, development, project management, construction management and consulting engineering for the new industrial city of Yanbu, Saudi Arabia. This multi-billion dollar complex expands and diversifies the Kingdom's economy by establishing an integrated industrial center on the Red Sea. Basic infrastructure includes transportation and communications networks; water, sewerage, and electrical power systems; a desalination system; industrial and sanitary wastewater treatment plants; industrial parks; a deep water port; airport; and complete community facilities for housing, education, culture, government, public safety, and health care.
An important project element is the development of the new community of 80,000. Facilities include schools, mosques, shopping centers, hospitals, and the site of the new Yanbu Industrial College polytechnic institute. The new community is one of the largest ever planned and was constructed as a single project.
Need
Parsons is seeking a Principal Contract Administrator to be based in Yanbu, Saudi Arabia for a 24 month position with approved periodic home leave. Successful candidate is responsible for all assigned pre-award contract administration functions. Provides supervision, training and technical guidance to Contract Administrators in contract preparation, negotiation and award for Operation & Maintenance, consulting studies, design contracts and procurement/type contracts. Responsible for protecting the Royal Commission and Company interests in all contractual matters and insuring RC policies and procedures are complied with as well as insuring legal and contractual compliance in all contractual matters.
Requirements:
US or Canadian Citizenship is required.
Master degree in Engineering, Science, or Legal. Ten (10) years of proven experience in contract pre-award, negotiation and administration activities or procurement of Operation & Maintenance, Consulting Studies, Design and large value infrastructure type of construction contracts. Experience must include full range of public bidding activities, formulation of Bid Documents, responding to bidders’ questions, issuing addenda, Bid Evaluation and Cost/Price Analysis, and negotiation for award etc. OR
BS degree in Engineering, Science or Legal with twelve (12) years experience in contract pre-award, negotiation and Administration activities as described above.
