Position Summary Description
The Proposal Manager reports to the Vice President of Business Development and is responsible for providing direct proposal management and support for large ($250M+) Water/Wastewater Infrastructure projects. The position requires the ability to meet deadlines, organize and coordinate all elements of complex solicitations and proposals, and the ability to rewrite and tailor standard and submitted proposal content. In this role you will coordinate with the Capture Manager/Project Manager to affect a smooth transfer of opportunity-related capture, proposal and strategy information to the proposal team; provide "hands-on" proposal process support and expertise to the team during the development of proposals; and will work with assigned authors/contributors to develop fully compliant, responsive proposal content.

The successful candidate will have senior-level responsibility for the implementation of effective proposal processes and will enforce the use of these processes on proposal efforts that go through the Business Development Sales & Marketing Center (BD SAM Center). The ability to understand and communicate opportunity and solicitation-related business and technical requirements /information is a must.

Qualifications

Bachelor's Degree in Communications, English or Journalism preferred. Additional highly relevant experience may also count toward this requirement. A Masters degree is a plus. Fifteen (15) or more years of direct proposal support experience with thorough understanding of proposal pricing, contract terminology, and negotiations with potential clients is required. A minimum of twelve (12) years experience performing in this or similar role for a construction engineering/management company supporting $250M+ water/wastewater and infrastructure project bids. Strong computer skills and proficiency in MS Office (Word, Excel, and PowerPoint) are required; capabilities in Adobe Photoshop, Acrobat, InDesign, and/or Illustrator are a plus. The ideal candidate will have a proven record of consistently seeing tasks through to completion while remaining productivity under pressure.

Must have outstanding ability to work with people at all levels and must be a team player. Must have strong writing/editorial skills and be an energetic self-starter who can effectively organize and prioritize multiple tasks. Must be able work overtime, and travel when required.
