Business Development Specialist

Need:

Parsons' Project Development Group has a challenging and fast paced opportunity for a Business Development Specialist to perform complex proposal assignments on $100 million major proposals at our Pasadena, CA office. As a key member of the staff the successful candidate will be responsible for the proposal development process including developing strategies for responding to and preparing materials, proofreading and editing drafts of documents, and resolving production problems within demanding timeframes.

Responsibilities

Reviews bid and qualification request documents to identify items to be included in response to Request for Proposal (RFP). Collaborates with members of proposal team to develop strategy to be used. Establishes production schedule and develops resource plan to ensure a timely response.

Reviews and confirms that the resource plan is adequate to ensure all production milestones will be met. Establishes backup delivery plans as required.

Follows up with members of the proposal team on status of all proposal elements and expedites as required.

Edits and organizes all written technical materials supplied by support groups including organization of chapters, tables, exhibits, and attachments. Provides graphic/layout assistance to help ensure that a quality proposal is produced. Writes non-technical portions of the proposal.

Prepares reports on proposal budgets and expenditures.

Serves in a lead capacity for the generation of the annual business plan, presentations to senior management, and various business development reports, such as GPS summary sheets to be presented in BD meeting and win ratio analyses.

Ensures that standard materials required for proposals (e.g., company database containing resumes of project-assigned personnel, organization charts, job Description:s, etc.) are kept current. May assist in maintaining database on previous projects and clients.

Verifies accuracy of GPS budget data entered into PRISM for GPS bookings.

Researches and makes recommendations regarding better methods for creating proposal materials and improving the appearance of Company presentation materials.

Provides technical guidance to lower-level business development support personnel.

Performs other responsibilities associated with this position as may be appropriate.

Requirements:

3 - 5 years of related work experience, including at least 1-2 years of experience in proposal coordination and production

Prior editing or publishing experience, as well as exposure to technical writing related to the engineering field, is preferred.

4-year degree in Business Administration, Engineering, Science, English/Journalism, or related field (or equivalent)
