Construction Safety Program Enforcement

Parsons is submitting a proposal to provide program and technical support for the Naval Facilities Engineering Command (NAFAC) Mid-Atlantic Program (Seaport-e). Support will include design and project management, including assistance with development of project scopes, schedules, budgets, status reports, briefs and data management.

The Naval Facilities Engineering Command manages the planning, design, construction, contingency engineering, real estate, environmental and public works support for Navy and Marine Corps shore facilities around the world.

These efforts will be based at NAVFAC facilities in Norfolk/ Hampton Roads, VA.

The contract will support the NAVFAC Mid-Atlantic capital improvements program including design and project management support services for the Marine Corps 'Grow the Force' program.

This position will be filled if Parsons is successful in winning the NAVFAC Contract. Contingent offers may be made prior to Award which is anticipated in September 2008.

Mobilization is expected early in October 2008.

POSITION OVERVIEW:

Advises and assists Project and Construction Management in the formulation, implementation and management of major project safety plans. These plans may pertain to one or more job site locations, which are separate and distinct construction operations requiring integrated supervision of programs. Reports functionally to the senior construction site representative and organizationally to the Safety Manager. Ensures that the project safety plan reflects company policy and provides a coordinated plan for the overall project which complies with the prevailing safety requirements at each location.

SPECIFIC RESPONSIBILITIES::

Represents the Safety Manager on construction job sites.

Advises and assists the senior construction site representative in the establishment and management of the job site safety program, identifying and eliminating/controlling any hazards to persons and property.

Inspects the job site to detect and correct safety hazards.

Supervises first aid personnel in providing first aid care of occupationally injured or ill personnel.

Audits the job accident records and periodically prepares an audit report of these records.

Initiates and conducts of accident investigations and prepares job accident reports.

Represents management during safety inspections of the job site by regulatory authorities or company insurance carriers.

Receives, reviews and distributes safety inspection reports with recommended corrective actions.

Performs other responsibilities associated with this position as may be appropriate.

PREFERRED EDUCATION/EXPERIENCE:

Level 5 SSHO with High School Diploma and at least 10 years of construction safety enforcement or management experience working with an Architect/Engineer Firm, Construction Contractor, or Federal Agency that administers construction using the USACE EM-385-1-1 for safety compliance.

SKILLS/COMPETENCIES:

Requires a thorough knowledge of Federal and state health and safety regulations and reporting procedures, as well as good communication and interpersonal skills.
