Parsons Construction Group (PCG) has an opening for a HEAY CIVIL CONSTRUCTION PROJECT Engineer - Civil and/or mechanical FOR our WASTEWATER TREATMENT PROJECTs

SPECIFIC RESPONSIBILITIES::

The Project Engineer for this position will provide various engineering, scheduling, purchasing, construction, and start-up aspects on ‘Direct Hire Construction’ projects, not construction management. Responsible for the technical excellence of the engineering portion of the project including coordination of technical disciplines, procurement of materials and equipment, and construction planning assistance. Relocation to the project site may be required during construction and start-up activities.

Develops the scope of engineering work, schedules, and budgets for the assigned project elements, monitoring progress to maintain those schedules and budgets. Assist the assigned Project Manager with CPM Scheduling, cost control, document control, Bid to Budgets setup and project setup. Interface with the Owner/Client and key subcontractors, having a complete understanding of Project Delays, Impact and Extended Overhead. Responsible for following up on instructions and commitments associated with the project.

Assist in various phases of construction, including earthwork, dewatering, concrete, rebar, miscellaneous metals, equipment, mechanical, piping…etc., as well as, direct subcontractors in: rebar placement, masonry, all building and architectural specialties, painting, electrical and instrumentation.

Ensures client criteria and scope are met by all engineering disciplines. Expedites distribution of action items following discussions/meetings with the client and Project Manager. Understands the client's business goals in order to enhance the project work.

Prepares technical reports, project manuals, and documentation of activity for the client and project management.

Acts as Project Manager's deputy for certain activities, such as attending meetings in his/her absence, etc.

Obtains, analyzes, and circulates technical and contractual information to project disciplines. Reviews and approves change orders. Notifies project management and other affected personnel of all changes.

Assist in Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

Requirements::

Must have:



Ability to lead and direct a team and/or to complete ‘Direct Hire Construction’.

Knowledge of and ability to direct all phases of construction: earthwork, dewatering, concrete, rebar, misc. metals, equipment, mechanical, piping…Etc.

Ability to direct subcontractors in; rebar placement, masonry, all building and architectural specialties, painting, electrical and instrumentation.

Working knowledge of CPM Scheduling, cost control, document control, Bid to Budgets setup and project setup.

Ability to write and administer major equipment & material purchase orders as well as major subcontracts.

Ability to coordinate and negotiate with The Owner and have a complete understanding of Project Delays, Impact and Extended Overhead.

A complete understanding of employee relations and the ‘Team Concept’.

Full understanding of the following procedures as they relate to safety: Shoring, Excavation, Confined Space, Cranes, Rigging, Critical Crane Picks, Formwork Hoist, Walkway Platforms, 100% Tie-Off Requirements, Competent Persons, AHA, Ventilation, Equipment Startup, Electrical and Lock Out/Tag Out. Must also be able to do weekly and monthly safety reporting on these procedures.

Experience as Project Engineer on 2 or more $40+ Million water or wastewater treatment plants working with direct hire construction, not construction management.

PREFERRED EDUCATION/EXPERIENCE:

4-year degree in Engineering (or related field) and at least 5 to 10 years of related work experience, Heavy Civil and Construction Management background, a broad general engineering background, and previous project engineering experience on similar or related project types is required. Professional Engineer (PE) registration is required at this level. Successful candidates will also have experience in estimating, scheduling (P-3) and cost controls.

SKILLS/COMPETENCIES:

Proven ability to perform in a lead capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project.
