Fulton County Project Control Specialist - Job Description:

Position Overview:

The Project Control Specialist is a member of the Program Controls Team that is responsible for the Program Master Schedule, Capital Programs Budget and the Cost Tracking and Reporting for the Fulton County Schools Capital Construction Program.

The Project Control Specialist meets with the program team and contractors to gather project information; evaluate project status and progress, update the costs into the Project Control cost systems, status the program master schedule; and prepares charts, tables and graphs for periodic reports and presentation.

Specific Responsibilities:

Cost Controls:

Assists in the set-up of the program cost control system and tools for the program.

Assist in the development of the program work breakdown structure and chart of accounts, establishment of the budget from the project estimate, monitoring cost and quantities against the budget, forecasting the estimate at completion and flag early warnings for corrective action.

Assist in the initiation and execution of project contracts. Support compliance with client procurement requirements and provide supporting documentation related to project contract execution.

Assist in the reconciliation and maintenance of client project accounts. Associated activities include review of client ERP data, development of budget transfer documentation, and tracking of project contract adjustments. Provide documentation for specific project financial issues as required by client.

Responsible for the review of general contractor and professional service pay applications and invoices, which includes verifying the mathematical accuracy and compliance with contract requirements.

Verification of charge codes for purchase requisitions and invoices to ensure proper cost accounting.

Assist in the development and maintenance of the project cost control data using program management software such as Primavera Contract Manager, or other similar software to provide the program team and the owner with the necessary reporting and information for project cost controls.

Assists in the preparation and maintenance of the program cash flow as directed.

Planning and Scheduling:

Understands and applies engineering, procurement, and construction terminology, concepts, and relationships. Has the ability to status and maintain the Program Master Schedule and is able to produce bar charts and other visual presentations utilizing this information.

Able to work with contractors to integrate detailed cost loaded project schedules with the Program Master Schedule, and produce contractor pay applications from the same schedules.

Analyzes, evaluates, and forecasts current status against an established baseline schedule. Assesses the impact(s) of design or construction changes and schedule slippages. Reports schedule status to all levels of project and company management as well as the client.

Support process development initiatives as required. Assists in identifying process improvement opportunities and works with Program Controls Team to pilot and/or implement these opportunities. Assist in the documentation of processes as necessary.

Preferred Education/Experience:

4-year degree in business, engineering or construction management and/or 3-5 years of related experience.

Skills/Competencies:

Assignment requires the use of a personal computer and a working knowledge of software used in the Project Controls Department, such as MS Office suite, Primavera P6, Contract Management software such as Contract Manager/Prolog, and PRISM. Good communication and problem solving skills are required.
