Specifications Writer

PROJECT:
Parsons is managing an Independent Verification and Validation IV&V program for an agency within the Department of Defense to review third party A/E work, conduct self-performed studies and analysis, testing and measuring, and perform specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders.
Position Overview:
Performs the most difficult and/or complex editing tasks required in the preparation of specifications proposals, presentations, reports, technical papers, and other materials. May assign work and provides guidance to lower-level Technical Writer/Editors. May assist in establishing production schedule and expedites various items to ensure that they are completed by the designated due date. Proofreads and/or edits drafts of documents created by others for spelling, grammar, clarity of communication, and consistency in formatting. Resolves production problems within a demanding timeframe.
SPECIFIC RESPONSIBILITIES:
Proofreads and performs the most difficult and/or complex editorial functions, including formatting and style sheet verification, copy editing, rewriting, revising, writing proofreading, and production planning. Ensures that all assigned documents comply with their required presentation, correct use of paragraph headings and numbering, referencing of illustrative and tabular matter, and applicable bibliographic styles. Ensures consistency in application of technical abbreviations and acronyms, figure and table callouts and captions, and handling of boilerplate materials.
Plans, schedules, and coordinates the editing, proofreading, and production workflow of those assigned. Provides both quick-fix and long-term solutions for work flow problems.
Provides technical guidance to assigned personnel in completion of assignments. Familiarizes newly-hired and temporary personnel with required formats and standards, production methods, and procedures. Reviews completed assignments for conformance with Company standards.
Assists authors/requesters with cost and time estimates, production plans, delivery schedule compliance, and coordination with other technical publications units.
Assists in developing and implementing standard procedures.
Establishes and maintains reference library.
Maintains production and budget statistics.
Keeps abreast of current technology and trends through trade journals, outside publications, and seminars.
Performs other responsibilities associated with this position as may be appropriate.
PREFERRED EDUCATION/EXPERIENCE:
Must be qualified as a "Certified Construction Specifier" (CCS) by The Construction Specifications Institute requirements.
The candidate must have first hand experience working with COE and DOD specifications such as SpecsIntact.
4-year degree in Engineering, Business Administration, English/Journalism, or related field (or equivalent) and 5-8 years of related work experience, including at least 5 years of experience of proofreading and editing all facets of technical engineering publications, specifications, and proposals from rough draft through post-print.
SKILLS/COMPETENCIES:
Excellent written and oral communication, organizational, and interpersonal skills are required. In addition, a demonstrated proficiency in keyboard skills and a working knowledge of MS Windows and related software for word processing, desktop publishing, and graphics is required, as well as accuracy, attention to detail, consistency, and clarity in conformance with required formats and standards. Incumbent should also possess a thorough knowledge of production scheduling and related processes, and the ability to perform in a lead capacity.
Candidate must be able to successfully complete requirements for TS/SCI with Polygraph security clearance, existing active security clearance preferred.
