Contractor Special Security Officer (CSSO) /Facility Security Officer (FSO)

PROJECT:
Parsons is managing an Independent Validation and Verification ( IV&V) program for an agency within the Department of Defense to review third party A/E work, conduct self-performed studies and analysis, testing and measuring, and perform specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders.
Position Overview:
The Contractor Special Security Officer (CSSO) is responsible for executing the Government's Security Program. Reports to the Director Government Security.
SPECIFIC RESPONSIBILITIES:
· Determines client's security requirements.
· Promulgates requirements and ensures compliance with government regulations pertaining to the protection of classified material and sensitive unclassified material.
· Ensures construction of SCIFs and secure areas are in compliance with client requirements including connectivity and obtains accreditation.
· Formulates and implements security plans and procedures.
· Processes employees for security clearances, coordinates polygraph exams and submits CPRLs.
· Serves as the Information System Security Manager and acquires accreditation for classified computer information systems.
· Develops an accountability system for the receipt, control, accountability, transmittal, incorporation and destruction of classified material.
· Develops a Security Education program and prepares and delivers a unique program briefing for all program personnel.
· Provides training and guidance relative to classification, declassification and marking of classified material and resolves classification issues.
· Downgrades and declassifies documents in accordance with classification guides and direction from the client.
· Maintains custody and control of secure phones, secure facsimile machines, encryption devices and CRYPTO keys as required.
· Screens employees for citizenship and suitability.
· Conducts self inspections and represents the program in government security audits.
· Investigates security violations and infractions and submits required reports to the government client.
· Prepares and submits Visit Requests.
PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Security Management, Criminal Justice, Business or English and 10-12 years experience in management and administration for U.S. Government security programs, (or equivalent).
Basic computer and software skills.
SKILLS/COMPETENCIES :
Good business English and general office practice skills are required. Additionally, a demonstrated proficiency in keyboard skills, as well as a proficiency in MS Windows and related word processing, spreadsheet, and database software, is required.
Candidate must be able to successfully complete requirements for TS/SCI with Polygraph security clearance, existing active security clearance preferred.
