MANAGER, INFRASTRUCTURE PLANNING (ELECTRICAL) - YANBU, SAUDI ARABIA
Project
Parsons is the managing contractor finalizing the master plan and managing all infrastructure design, development, project management, construction management and consulting engineering for the new industrial city of Yanbu, Saudi Arabia. This multi-billion dollar complex expands and diversifies the Kingdom's economy by establishing an integrated industrial center on the Red Sea. Basic infrastructure includes transportation and communications networks; water, sewerage, and electrical power systems; a desalination system; industrial and sanitary wastewater treatment plants; industrial parks; a deep water port; airport; and complete community facilities for housing, education, culture, government, public safety, and health care.
An important project element is the development of the new community of 80,000. Facilities include schools, mosques, shopping centers, hospitals, and the site of the new Yanbu Industrial College polytechnic institute. The new community is one of the largest ever planned and was constructed as a single project.
Need
Parsons is seeking a Manager, Infrastructure Planning (Electrical) to be based in Yanbu, Saudi Arabia for a 24 month position with approved periodic home leave. This successful candidate will perform the following duties:
Develop & maintain master plans (long-range plans) for all utility systems and continually evaluate & modify as necessary.
Perform all required studies for various utility systems. For electrical system, used ETAP software or equivalent software to perform power system studies on various voltage systems.
Maintain records/data on electrical, process water and potable water system and equipment, historical and real time utility load/usage data on system basis and large customer or area basis.
Ensure that incremental utility system expansions fit into master plans so as to promote operating economies and system security/reliability.
Monitor growth plans/projections in order to readily provide information regarding utility demands possibilities for expansion.
Coordinate with other Royal Commission departments including MARAFIQ and Saudi ARAMCO.
Plan system expansions for serving projected demand including: identify projects and prepare scope of work; prepare project implementation schedules; exercise value engineering principles; and prepare annual budget requests.
Train Saudi Engineers.
Performs other responsibilities associated with this position as may be appropriate.

A bachelor degree in Electrical Engineering. A Master degree is preferred.
Registration as a Professional Engineer as desirable.
Minimum of 15 years experience with planning, engineering and operating systems (380 kv/115kv/34.5kv/13.8 kv Transmission & Distribution, and substations) and systems using large diameter underground piping networks. Minimum of 7 of the 10 years shall have been spent in planning of these systems. Must be capable of using commercially available computer programs to perform all required utility system studies.
Fluent use of Microsoft Office, including Word, Excel, Power Point and Project
